Subject: Hearing of submissions on Regional Public Transport Plan 2025-2035 - Introduction

 

Reason for report

1.      This item provides the Regional Transport Committee with the information to support decision-making on the Regional Public Transport Plan 2025-2035 as follows:

1.1.       the Hearing Schedule, as it stands on Friday 16 May 2025 (Attachment 1)

1.2.       written submissions received on the draft Regional Public Transport Plan 2025-2035 (Attachment 2)

1.3.       Report on Better Bus connections social media campaign (Attachment 3)

1.4.       feedback received via Remix (Attachment 4).

Staff recommendation

2.      Staff recommend that the Committee reads and considers the submissions and other feedback received on the proposals in the draft Regional Public Transport Plan 2025-2035, along with the verbal submissions made at today’s Hearing to inform decision-making scheduled on 6 June 2025. 

Background

3.      Public consultation on the draft Regional Public Transport Plan (RPTP) was carried out in conjunction with the HBRC Annual Plan 2025-26 consultation.

4.      The draft RPTP was the culmination of many months of work by staff and the Regional Transport Committee.

Consultation process

5.      Public consultation ran for five weeks, from Monday 31 March to Friday 2 May 2025.

6.      The consultation was part of Regional Council’s broader cross-council engagement plan for 2025.

7.      The draft RPTP was available to the public online on the Regional Council’s new Engagement Hub and in hardcopy at our offices in Napier and Wairoa, and at public libraries.

8.      Throughout the consultation period the Transport team undertook a range of engagements with users, communities, and stakeholders to create awareness of the RPTP, engage people with the planned route changes, and encourage submissions.

9.      Supporting the consultation, the Transport team also used Remix to gain further insights. Remix is a transport planning software tool that allows users to see the planned routes in detail, drop a pin in a specific place and leave detailed feedback. During the consultation period we received 117 individual comments, some on specific portions of routes and some of a more general nature. All comments are set out in Attachment 4.


 

Submissions

10.    A total of 99 submissions was received on the combined consultation. The majority of those, 86, provided feedback on questions on the RPTP. Of those, 9 submissions were from specific entities or groups.

11.    The written submissions are contained in Attachment 2.

12.    Comments made on social media from HBRC’s GoBay (Facebook) posts are contained in Attachment 3.

13.    The following graph shows the distribution of all submitters, by area, on the combined consultation process.

Verbal submissions

14.    The Hearing is scheduled to start at 10.00am on Friday 16 May 2025 in the HBRC Council Chamber, 159 Dalton Street, Napier.

15.    Seventeen submitters are scheduled to speak to their submissions as set out in Attachment 1.

Next steps

16.    After the Hearing, staff will finalise the deliberations reports for the Regional Transport Committee to consider on 6 June 2025. At that meeting, the Committee will decide if any changes are needed and recommend the final Regional Public Transport Plan to the Regional Council for adoption on 25 June 2025.

17.    Following the adoption of the Regional Public Transport Plan 2025-2035, each submitter will receive an email from the Council setting out the decisions and resolutions pertinent to their submission.

Decision-making considerations

18.    Staff have assessed the requirements of the Local Government Act 2002 in relation to this item and have concluded that, as this report is for information only, the decision-making provisions do not apply.

 

Recommendations

That the Regional Transport Committee:

1.      Receives and considers the Hearing of Submissions on Regional Public Transport Plan 2025-2035 – Introduction staff report.

2.      Receives and considers written and verbal submissions, social media and Remix feedback received on the Draft Regional Public Transport Plan 2025-2035.
