SUBJECT Submissions Received on Facing Our Future 2018-28
Reason for Report
1. To provide Councillors and make public the submissions received on the 2018-28 Long Term Plan consultation document “Facing Our Future”.
Background
2. Facing our Future 2018-28, was publicly notified on Monday 19 March 2018. Notification and subsequent promotion included radio and newspaper advertising, newspaper coverage, a targeted ratepayer mail-out, email, social media, library displays and HBRC’s website.
3. During the consultation period, seven public meetings were held with over 400 attendees.

4. Consultation closed at 4.00pm on Monday 23 April 2018. A total of 569 submissions were received.
5. This was considerably more submissions than in recent years (2017-18:137; 2016-17: 192; 2015-25:152). However, this is similar to the 2012-22 LTP which received 583 submissions, most notably on the Ruataniwha Scheme.
6. Submissions were received via a number of channels including online, email, fax, phone, posted hardcopy and hand delivered. The submissions as entered into our submission tracking system are attached to this report. Copies of the original submissions ordered by submitter number are available for viewing on request.
7. Of the seven key topics in the Consultation Document the following analysis shows the number of submissions received and the support for council’s preferred option (where clearly stated):
7.1. Hawke’s Bay Tourism (499): 46%
7.2. Working with Tangata Whenua (383): 57.1%
7.3. Incentives to Change (373): 64.5%
7.4. Partnerships for Change (371): 67.3%
7.5. Sustainable Homes (371): 62%
7.6. Civil Defence (362): 69.5%
7.7. Local Government Funding Agency (322): 39.4% (noting a total of 76% support joining in some form)
Social Media
8. In addition, 45 text messages, 116 Facebook shares, 187 public comments and five private messages were received (attached).
9. Overall, the Facebook social media channel sent 44 posts concerning Facing our Future 2018-28. Using this channel, HBRC was able to reach approximately 21% of the regional community.
