Subject: Submissions Received on Time to Act - Kia Rite! 2021-31 Long Term Plan Consultation

 

Reason for Report

1.      This item provides Council with the submissions received on “Time to Act – Kia Rite! 2021-2031” the Consultation Document for Council’s 2021-31 Long Term Plan.  A complete set of submissions, ordered by ID number is attached under separate cover.

2.      Facebook comments on Council posts are also attached for Council consideration.

Consultation Process

3.      The consultation was publicly notified on Thursday, 1 April 2021.

4.      Notification and subsequent promotion included a public notice, consultation summary mail-out to every ratepayer (56,000), newspaper and magazine ads (14), editorial features (9), radio ads (210) and live interviews (4), media releases (4), public flyers (25,000), social media posts, digital ads, emails targeted to relevant organisations (2), 3 community presentations (46 attendees), the hbrc.govt.nz website and six videos.

5.      During the consultation period, 5 public events were held with around 142 attendees.

6.      On top of the general Long Term Plan engagement, staff completed some location-specific communications around the on-demand public transport consultation topic. This included a flyer drop to all homes in Hastings, a video of the Sustainable Transport Coordinator Megan Welsby explaining the concept, pop-up stalls at the Hastings supermarkets with information on the proposal, a media release that was published in the local paper, as well as a pre-planned opinion piece from the Regional Transport Committee Chair.

7.      Consultation closed at 8pm on Sunday, 2 May 2021.

8.      Overall, the Council’s Facebook social media channel sent 29 posts concerning this consultation. Using this channel, HBRC was able to reach:

8.1.      Individuals: 87,143

8.2.      Post engagements: 2,165

8.3.      Links clicked: 1,306

8.4.      Video views: 35,733

Submissions Process

9.      Submissions were received via a number of channels including online, email, posted hardcopy and hand delivered. The submissions, as entered into the Council’s submissions tracking system, are attached under separate cover.

10.    The submissions report lists the option chosen by the submitter for each of the six consultation topics and reasons given (if any) as well as other matters and any general feedback given. To reduce the volume of the report blank spaces have been removed where no option was chosen.

11.    The snippit below gives an example to show the format of the report.

12.    A small number of submissions that were received by hard copy which traverse a range of topics are attached in the format received.

13.    A total of 762 submissions were received. This compares to 569 received three years ago during the consultation on the 2018-2028 Long Term Plan.

14.    The following bar graph shows the support (whole of region) for each of the six consultation topics. A further breakdown by area (Wairoa, Napier, Hastings, Ngaruroro, CHB, out of region) will be provided in the Deliberation Reports. Noting that Option 1 is the Council’s preferred option and not all topics have 3 options.

Decision Making Process

15.    Staff have assessed the requirements of the Local Government Act 2002 in relation to this item and have concluded that, as this report is for information only, the decision-making provisions do not apply.

Recommendations

That Hawke’s Bay Regional Council receives and considers the written submissions received to the “Time to Act – Kia Rite! 2021-2031” Long Term Plan consultation.

Subject: Time to Act - Kia Rite! Submissions Hearings

 

Reason for Report

1.      This item provides Council with information related to hearing and considering submissions received on “Time to Act – Kia Rite!” the Consultation Document on Council’s 2021-2031 Long Term Plan.

2.      The hearing schedule, as it stands at noon 10 May, is attached.

Officers’ Recommendations

3.      Officers recommend that Hawke’s Bay Regional Council follow hearing protocols to receive and consider verbal submissions on Time to Act – Kia Rite!” the Consultation Document on Council’s 2021-2031 Long Term Plan.

Background

4.      Consultation on HBRC’s 2021-2031 Long Term Plan closed at 8pm on Sunday 2 May 2021. A total of 762 submissions were received, of which 38 submitters have confirmed they wish to present their submission in person.

Verbal submissions

5.       The submissions hearing is scheduled to run from 9am to 5pm on Monday 17 May 2021. The hearing will be held in the Council Chambers, 159 Dalton Street, Napier.

6.       Each speaker has been allocated 10 minutes which includes time for Councillors’ questions.

7.      A finalised schedule of speakers will be provided to Councillors on the morning of the hearing. Submitters were contacted by staff by phone and email and were allocated a time.

Deliberations

8.      The deliberation reports to be considered on 26 May 2021 will be by topic; one for each of the 6 key consultation topics, plus a further 7 to cover the remaining submission points. Each report will have the relevant submission points attached.

9.      Council will be asked to consider the submission points and any comments made by Council officers; and to agree or not agree to the proposal as consulted on through “Time to Act – Kia Rite!” or as requested in a submission.

Adoption

10.    Subsequent to deliberations, the 2021-31 Long Term Plan will be finalised, incorporating any amendments necessitated by the decisions made at the deliberations. Council will then adopt the final document on 30 June 2021.

Post-adoption

11.    Following the adoption on 30 June, each submitter will receive a letter from Council setting out Council's resolution(s) pertinent to their specific submission(s), and the reasons for those resolution(s).

12.    The Long Term Plan document will be published within one month of the date of adoption as required under Section 93 (10) of the Local Government Act 2002.

Decision Making Process

13.    Council and its committees are required to make every decision in accordance with the requirements of the Local Government Act 2002 (the Act). Staff have assessed the requirements in relation to this item and have concluded:

13.1.       Section 93(A) of the Act provides for the use of a special consultative procedure in relation to the adoption of a Long Term Plan as prepared under section 93 of the Act.

13.2.    The issues to be considered in this paper are those issues raised by members of the community that have submitted to the Council on “Time to Act – Kia Rite!” the Consultation Document on the Council’s 2021-2031 Long Term Plan. All submissions are an integral part of the special consultative processes set out in Section 83 and 85 of the Local Government Act 2002.

Recommendations

That Hawke’s Bay Regional Council receives and considers the verbal submissions on Time to Act – Kia Rite!” the Consultation Document on the Council’s 2021-2031 Long Term Plan as presented by members of the community.
