SUBJECT Our Port - Have Your Say Hearings and Decision Making Processes

 

Reason for Report

1.      To outline the process to be undertaken to hear and consider feedback received on “Our Port – Have your say”.

2.      Attached are all of the submissions received (by Option chosen) as well as the feedback collected from social media. This includes all submissions received as of 27 November 2018. Late submissions received after 27 November, if any, will be tabled on the first day of the Hearings (4 December).

Background

3.      Consultation on HBRC’s Our Port – Have your say officially closed at 4.00pm on Thursday 22 November 2018. A total of 3,543 submissions were received, of which around 90 submitters indicated they wish to present their submission in person.

Verbal submissions

4.       Submission Hearings are scheduled to run from 9am to 4.30pm on Tuesday, 4 December, 11am – 7.00pm on Wednesday 5 December 2018, and 11.00am – approximately 12.30pm on Thursday 6 December.

5.       The timetable will be circulated separately once all speakers have been confirmed, with each speaker having been allocated 10 minutes. The 10 minutes includes questions and answers and will need to be strictly adhered to.

Next Process Steps

6.      Following conclusion of the last speaker, councillors will be provided with the opportunity to advise staff of any further information required to assist with decision making scheduled to occur at the Regional Council meeting on Wednesday 19 December.

Decision Making Process

7.      Council is required to make every decision in accordance with the requirements of the Local Government Act 2002. Staff have assessed the requirements in relation to this item and have concluded:

7.1.      The use of the special consultative procedure as prescribed by the Act has been used.

7.2.      The persons affected by this decision are all those persons with an interest in the region’s port and all ratepayers in the region.

 

Recommendations

That Hawke’s Bay Regional Council receives and considers the verbal and written submissions, including social media comments received on “Our Port - Have your say” as provided and in accordance with the consultation provisions of the Local Government Act 2002.
