SUBJECT: Adoption of the Wider Region Transportation Study Report         

 

REASON FOR REPORT

1.      This item seeks the adoption of the Wider Region Transportation Study report which has been undertaken by Mr Murray Tonks, Environmental Management Services Ltd.

Background

2.      In 2011 the Hawke's Bay Regional Council commissioned Murray Tonks to undertake this study for the Wairoa, Hastings and Central Hawke’s Bay District Councils, the Hawke’s Bay Regional Council and the New Zealand Transport Agency (NZTA), who are the principle funder.

3.      A study management group (SMG) overviewed the study and advised the principle consultant, Mr Tonks of EMS (Environmental Management Services Limited), Napier on data and information sources.

4.      The study commenced in February 2011 and was broken up into three distinct stages. Stage one consisted of a data acquisition and analysis phase which helped identify the key issues affecting the wider regions transport network at present and into the future to 2040. Stage 2 required the consultant to analyse the network issues and deficiencies identified (e.g. changes in freight volumes, sources and locations, bridge structural loading limits, safety) and to determine which projects best resolve them, especially in terms of the Governments GPS and IRS directives for economic efficiency. The Stage 2 brief then required the formulation of a programme to implement these solutions over time.

5.      Members of the Transport Advisory Group (TAG) have been involved in all stages of the report and have provided input and comment on the draft reports.

6.      The final stage of the study requires Mr Tonks to present the findings from the study to the RTC. Mr Tonks will be in attendance to provide this presentation to the RTC.

DECISION MAKING PROCESS

7.      Council is required to make a decision in accordance with the requirements of the Local Government Act 2002 (the Act).  Staff have assessed the requirements contained in Part 6 Sub Part 1 of the Act in relation to this item and have concluded the following:

7.1.   The decision does not significantly alter the service provision or affect a strategic asset.

7.2.   The use of the special consultative procedure is not prescribed by legislation.

7.3.   The decision does not fall within the definition of Council’s policy on significance.

7.4.   Options that have been considered include adopting the Wider Region Transportation Study or seek further input.

7.5.   The decision is not inconsistent with an existing policy or plan.

7.6.   Given the nature and significance of the issue to be considered and decided, and also the persons likely to be affected by, or have an interest in the decisions made, Council can exercise its discretion and make a decision without consulting directly with the community or others having an interest in the decision.


 

 

RECOMMENDATIONS

That the Regional Transport Committee:

1.    Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided.

2.    Receive the presentation from Mr Murray Tonks, Environmental Management Services, and adopt the Wider Region Transportation Study reports.

SUBJECT: Presentation on Heretaunga Plains Transportation Study (HPTS)        

 

REASON FOR REPORT

1.      This item provides the Regional Transport Committee (RTC) with an overview and update on the Heretaunga Plains Transportation Study (HPTS) currently being undertaken.

Background

2.      This study is being undertaken for Hastings District, Napier City and Hawke’s Bay Regional Councils along with the New Zealand Land Transport Agency (NZTA), with the latter being the principle funder. A study management and technical group (SMTG) is over viewing both the management and technical inputs from each of the study partners and over viewing the work of the primary consultant, GHD Limited. The RTC have requested an update on this study and Mr Murray Buchanan (Project Manager) and Mr Tony Harrison (consultant from GHD) will be in attendance for this item and will provide a presentation to the RTC.

3.      Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act).  Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded that, as this report is for information only and no decision is to be made, the decision making provisions of the Local Government Act 2002 do not apply.

SUBJECT: Adoption of Draft Annual Report 2010/11        

 

REASON FOR REPORT

1.      This agenda item requests that the Regional Transport Committee approve the 2010/11 Annual Report on the Regional Land Transport Programme and Regional Land Transport Strategy.

Background

2.      One of the requirements of the Land Transport Management Amendment Act 2008 is that a Regional Land Transport Programme (RLTP) must include a description of how monitoring will be undertaken to assess the implementation of the RLTP.  The RLTP states that the Hawke’s Bay Regional Transport Committee (RTC) will report annually on the implementation of the RLTP by:

·     Collating information used to inform the monitoring stage of the funding allocation process.

·     Gathering and reviewing information from organisations responsible for the delivery of activities and projects to determine the effectiveness of the Programme.

·     Annually measuring the delivery of the activities and projects listed in Appendix 1 of the Programme that receives funding.

·     Annually updating progress towards completion of activities and projects listed in Appendix 1 of the Programme that receives funding, including expenditure.

·     Maintaining an overview of regional trends and statistics that measure progress against the objectives, priorities and targets in the Programme and Regional Land Transport Strategy for Hawke’s Bay.

·     Review ‘Annual Achievement Report’ from all approved organisations that details how all funded activities are being delivered.

3.      The attached report addresses each of the aspects above and provides a review of the implementation of the RLTP and RLTS for the 2010/11 year. A full review of the Programme will be commenced by the Hawke’s Bay Transport Committed prior to the completion of the Programme’s three-yearly cycle on 30 June 2012.

SUBJECT: Endorsement of the Regional Public Transport Plan         

 

REASON FOR REPORT

1.      The purpose of this paper to seek endorsement from the Regional Transport Committee for the Regional Public Transport Plan for 2011-2014 (RPTP).

Background

2.      A project team, consisting of members from the Regional Transport Committee, were responsible for the drafting of the RPTP and heard submissions to the draft RPTP on 15 September 2011. The subcommittee members were Councillor Alan Dick, Councillor Kathy Furlong, Mr David Murray, Mr Oliver Postings, Ms Tracy Ashworth, Mr Mark Clews, Mrs Carol Gilbertson and Mrs Megan Welsby.

3.      The consultation process used for the RPTP was stipulated in the Local Government Act 2002. An initial discussion document was drafted and sent to targeted interested parties, a summary document and draft document were available for public consultation.

4.      Following the hearing and consideration of submissions the draft RPTP was revised to incorporate any agreed amendments. The final document is now presented (Attachment 1) to the RTC for their endorsement and will be presented to the Hawke’s Bay Regional Council for adoption at their meeting on 21 September 2011. The final RPTP will be distributed within one month of the date of its adoption, as required under Section 93 (10) of the Local Government Act 2002.

DECISION MAKING PROCESS

5.      The Committee is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded the following:

5.1.         Sections 83 and 84 of the Act set out the requirements of the Act where special consultative procedure applies with consideration of the draft Regional Public Transport Plan for 2011-2014.

 

RECOMMENDATIONS

That the Regional Transport Committee:

1.    Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided.

2.    Endorses the final Regional Public Transport Plan for 2011-2014 noting the public consultation process undertaken.

SUBJECT: Stock Truck Effluent Facility - Proposal for Funding        

 

REASON FOR REPORT

1.      This report seeks the Regional Transport Committee’s approval of a funding request to be submitted to the Hawke’s Bay Regional Council’s 10 Year Plan, for a second stock effluent facility in the Region.

Background

2.      The Wider Region Transportation Study (WRTS), currently being completed, has identified a demand for road-side stock effluent facilities on SH2 both north and south of the Heretaunga Plains. This is consistent with the findings of the 2005 Rural Transportation Study (RTS) and previously completed national assessments of demand for such facilities as part of a nationwide strategy to manage and collect the discharge of effluent from stock trucks in preference to having it discharged onto roads. A stock effluent facility is planned by Horizons Regional Council, near Woodville, which should be built within the next 12 months with this being the preferred location identified in the WRTS which eliminates the need for Hawke’s Bay Regional Council (HBRC) to do anything south of the Region.

3.      The New Zealand Transport Agency (NZTA) has also approached the HBRC about the option of building another stock effluent facility in the Region. This potential site has been identified between Wairoa and Napier.

4.      There is already one facility in the Region, at Glengarry Road. This was funded by the HBRC and NZTA and is maintained by Hastings District Council (HDC).

5.      In order to place a facility between Napier and Wairoa, a site just south of the Matahorua Gorge has been investigated by NZTA and assessed as being the most effective, with opportunities to cater for both south and northbound stock trucks.

6.      The total capital cost of this facility has been estimated by NZTA as $400,000 – at 50% subsidy this would be a cost of $200,000 to HBRC. Maintenance costs have been estimated at $5,000 per annum.

7.      The capital funding and maintenance for this facility was discussed by the Technical Advisory Group (TAG) and also by the RTC at their workshop in August.

8.      At the workshop on 16 August the Committee suggested that the proposed approach be considered:

8.1.   Capital Cost of the Facility

Cost paid for by (HBRC), with funding assistance of 50% being available from NZTA.

8.2.   Roading Component

The total cost of the roading component met by NZTA.

8.3.   Maintenance of the Facility

HBRC pay for the maintenance for this facility.

By adopting this approach HBRC would not qualify for any subsidy for the maintenance costs because it is not a road controlling authority. Therefore, the option of a territorial authority paying for the maintenance and achieving subsidy from NZTA is seen as a better option for the ratepayers of the Region. The local share component can then be invoiced and paid for by HBRC.  This will ensure a subsidy of the maintenance cost is able to be claimed and would result in a net cash gain for ratepayers of around $3,000 pa over the next 10 years.

8.4.   Maintenance of the Glengarry Facility

At the workshop it was suggested that maintenance for the current facility, maintained currently by HDC, at Glengarry be also paid for by HBRC. But again HBRC would not be able to claim any subsidy from NZTA. It is again proposed that if the RTC agrees this is appropriate then the local authority (Hastings District Council) pay the maintenance cost, attract the NZTA subsidy then invoice the Regional Council for the local share component. This would maintain the current cash gain for ratepayers of approximately $3000 pa over the next 10 years.

8.5.   If the RTC approves this approach a paper will need to submitted to HBRC as part of their 10 Year Plan process. 

DECISION MAKING PROCESS

9.      Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act).  Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded the following:

9.1.   Sections 97 and 98 of the Act do not apply as these relate to decisions that significantly alter the service provision or affect a strategic asset.

9.2.   Sections 83 and 84 covering special consultative procedure do not apply.

9.3.   The decision does not fall within the definition of the Council’s policy on significance.

9.4.   The persons affected by this decision are the ratepayers of the Hawke’s Bay Region.

9.5.   The options considered are propose the stock effluent facility be funded by the Hawke’s Bay Regional Council with provision being included in their 10 Year Plan for the capital cost and maintenance of two sites; or seek an alternative for funding the facility and paying for the ongoing maintenance of the two sites.

9.6.   Section 80 of the Act covering decisions that are inconsistent with an existing policy or plan does not apply.

9.7.   Council can exercise its discretion under Section 79(1)(a) and 82(3) of the Act and make a decision on this issue without conferring directly with the community or others having given due consideration to the nature and significance of the issue to be considered and decided, and also the persons likely to be effected by or have an interest in the decisions to be made.


 

RECOMMENDATIONS

That the Regional Transport Committee:

1.    Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided.

2.    Request the Hawke’s Bay Regional Council include a provision of $200,000 to build a stock effluent facility between Napier and Wairoa, in Council’s 10 Year Plan; and

3.    Includes provision for maintenance of the proposed facility between Napier and Wairoa and the Glengarry site in their annual budgets in the 10 Year Plan. Noting that the local authority will pay for this cost and invoice HBRC for the local share component.

SUBJECT: Proposed Project List - Regional Land Transport Programme        

 

REASON FOR REPORT

1.      The purpose of this report is to provide the Regional Transport Committee (RTC) with a recommended list of prioritised projects to be included in the Regional Land Transport Programme (RLTP).

Background

2.      The Committee is required to undertake a prioritisation process for all projects included in the RLTP. When considering priorities the following documents need to be considered:

·     Land Transport Management Act and Land Transport Amendment Act (how each activity assists economic development; and Assists safety and personal security; and Improves access and mobility; and Protects and promotes public health; and Ensures environmental sustainability)

·     Government Policy Statement (covers three focus areas as priorities – economic growth and productivity; value for money; road safety)

·     Investment and Revenue Strategy (prioritises investment to focus areas contained in the GPS – uses “strategic fit”; “effectiveness” and “efficiency” criteria)

·     Councils’ planning documents.

Achievements Since the 2009 Regional Land Transport Programme (RLTP)

3.      For the Committee’s information, below is an outline of some of the major projects that have been achieved since the 2009 RLTP was adopted. This list shows that significant funding has been targeted to Hawke’s Bay and the projects achieved have had a positive impact on the transport network.

Feedback from 16 August RTC Workshop

4.      At the workshop held in August the Committee gave direction to TAG on the following issues they wanted covered for this meeting, these included:

4.1.   Achieving more out of the available R funds, being mindful of the timeframe within which these need to be spent

4.2.   Relook at Blacks Beach priority, reconsider the project on the basis that it has life line and social significance

4.3.   Explore a lower cost option for the HB Expressway Pakowhai and Links Road interchange project (e.g maybe suggest a short term to long term solution)

4.4.   Look for an integrated solution to Hawke’s Bay’s transport issues

4.5.   Relook at the Napier Road intersection project, there is a high safety issue at this intersection.

Prioritisation Steps Undertaken by TAG

5.      The following agreed process was undertaken to rank projects with a regional priority:

5.1.   The TAG first met in August and presented their projects, these projects were then assessed against the Regional Land Transport Strategy (RLTS) outcomes to achieve a ranking of High (H), Medium (M), Low (L) using a prioritisation matrix.

5.2.   This ranking was then entered into the NZTA assessment process matrix, to ensure regional importance was considered, but also ensuring the process used was consistent with how NZTA will assess projects that are forwarded as part of the draft RLTP.

5.3.   A further criteria was used to assess the “Risk” of each project. The risk criteria measures whether a project can proceed and what the potential barriers are to the project over the life of the RLTP programme. Each project for submission into the current three year RLTP was given a High; Medium or Low ranking for risk.

5.4.   At further TAG meetings projects were re-ranked against the revised Investment and Revenue Strategy (IRS), where some minor amendments were made.

5.5.   The comments made at the RTC workshop (outlined above) were also considered as part of this process.

Current Status of Ranking

6.      Although a number of TAG meetings were held, full consensus on the ranked order of some projects could not be reached, so meetings were held with individual TAG members where members gave their rankings for each project. These rankings were averaged to provide the attached list (Attachment 1). The main dissention from TAG has been around the priority order of the top five projects. It is fair to say there is reasonable alignment from TAG for projects 10 – 27.

7.      The committee should note, under the cumulative balance, that the first 9 projects will exhaust the R funding balance, if all the R funding was directed at this project list, remembering that the R funds must be committed by March 2015 and spent by June 2016.

Explanation of Projects

8.      The current list shows Napier Rd Intersection is the only project currently ranked with an “H” under Strategic Fit, but ranks number 5 on the list, this is of its high safety concerns.

9.      Attachment 2 provides more detail on each of the projects. TAG members will be in attendance at the meeting to provide any further information or clarification.


Changes to Project List from that Presented at the Workshop

10.    The committee should also note that a number of projects no longer appear on the priority list (from the list presented at the workshop), the reasons for this are:

10.1. “Walking and Cycling Initiatives”; and “Off Road Cycling on Havelock North” (which is associated with the Model Communities project) will attract N (national funding)

10.2. State Highway 5 HPMV Route (WRTS) Mohaka Bridge deck and Waione Stream bridge strengthening has been included in NZTAs routine maintenance budget for 2011/12 so no longer needs to be on the priority list.

10.3. The “Development of a Funding Model for HPMV Logging Routes”, which is a recommendation from the Wider Region Transportation Study, has also been removed. The TAG were made aware of a similar study occurring in Wanganui and will review this and adapt it for use in Hawke’s Bay.

11.    It should be noted by the Committee that Territorial Authority (TA) projects that require funding between $250,000 and $5M also will be included in the RLTP and will attract R funds for these projects. They are not required to be prioritised by the Committee, but need to be prioritised by the relevant TA, then by NZTA prior to any approval for funding. These projects will be provided to the RTC at their November meeting. The assumption for the proposed list, attached to this agenda item, is that all R funds are being allocated to these projects, and the Committee should make their decision on that assumption.

Next Steps

12.    Agreement, or a revised direction, is now sought from the RTC on the proposed list.

13.    The RTC needs to make its decision based on consideration of whether the projects can proceed in time to utilise the R funds, noting there may be Resource Management Act and property aspects that need to be finalised in time for some projects. As there are so many unknowns the Plan needs to stay flexible.

Timeframes

14.    All projects to be entered into NZTA’s online programme – Transport Investment Online (TIO) by 30 November 2011.

15.    TAG meetings will be held in October and November to address refined project costs, commitment dates, risk etc.

16.    TAG will provide any projects, from their respective Councils, that may attract R funds to the TAG meetings.

17.    Next meeting of the RTC is on Tuesday, 29 November 2011.

DECISION MAKING PROCESS

18.    The Committee is required to make every decision in accordance with part 6 and sub-part 1 of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within the section of the Act in relation to this item and have concluded that the Regional Land Transport Programme as prepared under section 5 of the Act and sub-part 2 of the section states that the Council must use the special consultative procedure as set out in section 85 of the Act when adopting the Regional Land Transport Programme and Council’s Ten Year Plan.


 

RECOMMENDATIONS

That the Regional Transport Committee:

1.    Note that the adoption of the Regional Land Transport Programme will be subject to a special consultative procedure as required by section 95(2) and 85 of the Local Government Act 2002.

2.    Agree to the recommended ranking of projects to be included in the Regional Land Transport Programme, as presented, or;

Provide direction on a modified ranking.

REASON FOR REPORT

1.      This regular report is provided to the Committee to give a snapshot of relevant transport issues; issues that have been actioned since the last Regional Transport Committee (RTC); an update on progress on studies and plans underway; and what is coming up within the transport sector.

Actions Since Last RTC Meeting - 8 July 2011

2.      Regional Land Transport Programme (RLTP)

2.1.      The TAG (Technical Advisory Group) have been holding regular meetings to discuss prioritising projects on a regional basis. This is covered more extensively in a separate agenda item.

3.      RTC Workshop

3.1.      The Committee held a workshop on 12 August and were given detailed information about each Approved Organisation’s projects, feedback from that meeting has been considered as part of the development of the project list that is being presented as a separate item.

4.      Investment and Revenue Strategy (IRS)

4.1.      The New Zealand Transport Agency (NZTA) released their refreshed IRS in August, to give effect to the Government Policy Statement (GPS) 2012. The revised IRS was more specific in defining “strategic fit”, “effectiveness” and “efficiency” and achieving H (high), M (medium) or L (low) rankings for each project or activity. The revised IRS was used in the prioritisation process for the regional projects.

Current Issues

5.      Consultation on Funding Assistant Rates (FARs)

5.1.      The NZTA responded to the consultation on proposed changes to some FARs and the grant for land transport activities. FARs are used to determine what portion of a project or programme could be funded from the NLTP. The confirmed changes, following the consultation, are:

·       Passenger transport facilities, operations and maintenance (down from 60% FAR to 50% FAR) – to be phased in over 10 years;

·       Public transport infrastructure (down from 60% FAR to 50% FAR);

·       Transport planning studies and strategies (down from 75% to 65% based on weighted average construction FAR for the region);

·       Road safety community programmes (down from 75% to 65% based on weighted average construction FAR for the region).

5.2.      NZTA have undertaken to do more investigation and consultation on the proposed cut to the regional land transport planning management grant (the grant to regional councils was proposed to be removed completely from 0.15% of relevant RLTP to zero).  They have signalled that it is likely NZTA will continue to provide some funding but consider that administration costs associated with regional transport committees should be borne by approved organisations (regional and territorial). They propose funding assistance for RLTP preparation, including consultation, approval, variation and management; and Regional Land Transport Strategy preparation and management, including consultation, approval, variation, monitoring and reporting. NZTA are looking to benchmark reasonable costs, including overheads for funding the preparation of RLTPs. They have signalled a 50% FAR may be an appropriate contribution to these costs, but may also consider the weighted average construction cost also.

5.3.      A workshop was held on 23 August on this issue and feedback from that meeting and subsequent feedback is being considered by NZTA.

6.      Transport Planning Review

6.1.      NZTA has also initiated a project to look at the efficiency and effectiveness of transport planning, specifically to look at delivering better outcomes, transport solutions and more targeted planning work. NZTA have advised they will engage and work with the wider transport section on this review.

7.      Public Transport

7.1.      Council’s service improvements on Route 12 (the main route between Napier and Hastings) commenced on 12 September, with four extra new buses commencing services on this route. The services for Route 12 now start earlier and finish later and all services on this route now operate on a 15 minute frequency during peak times.

7.2.      Overall patronage levels on the buses continues to increase, the latest August 2011 figures were 62,392 compared to the same month last year of 49,717.

8.      Update on RoadSafe Hawke’s Bay Activities

8.1.1.   As presented previously to the RTC the joint project by RoadSafe HB and Police on the development of a youth alcohol education tool named “Just Another Saturday Night” has been produced.

8.1.2.   An article featured in the Police National Magazine (Police 10-One) which praised the hard work of Iain Cheyne, Jared Thomas and Linda Anderson on this project.  This article prompted a response from the Chief of Police Nuie (Mark Chenery) requesting the opportunity to use the resource at education sessions in Nuie, as they have had four fatal crashes in the last five years, from a population of 1500.

8.1.3.   It was suggested that Linda and Iain travel to Nuie to provide a ‘train the trainer’ opportunity to Mark Chenery, Chief Of Police (Nuie) and his team.

8.1.4.   Inspector Chris Wallace supported the proposal for Constable Iain Cheyne and Linda Anderson to provide this training opportunity to the Nuie Police Force and associated providers. The Regional Council also gave their support for Linda to travel to Nuie.

8.1.5.   Funding had been provided by Superintendent Paula Rose to implement education opportunities (using the DVD: Just Another Saturday Night) to highlight the risk of youth and alcohol; and drink driving. Funds from this budget are being used to send Linda and Iain to Nuie. Accommodation costs are being met by Nuie Police.  Linda and Iain fly out to Nuie on 1 October.

8.1.6.   This is an excellent opportunity for a successful Hawke’s Bay project to be profiled overseas.

9.      Current Studies and Planning Documents Underway

9.1.      Heretaunga Plains Transportation Study (HPTS)

9.1.1.   An overview and update will be presented to the Committee as part of this meeting.

9.2.      Wider Region Transportation Study (WRTS)

9.2.1.   Mr Murray Tonks has completed both stages 1 and 2 reports for this Study and will be presenting these reports to this meeting for adoption.

9.3.      Regional Public Transport Plan (RPTP)

9.3.1.   The draft RPTP was distributed for public consultation in August, submissions closed on 4 September and hearings were held on 15 September to consider the 14 submissions received. A separate agenda item is included on this agenda for the RTC to endorse the final RLTP. 

9.4.      Regional Land Transport Strategy (RLTS)

9.4.1.   Council staff met Mr Barry Main, independent auditor in August to understand the requirements of the Land Transport Management Act for the RLTS. It is intended that the RLTS and Regional Land Transport Programme (RLTP) will be produced as one document and be finalised mid 2012.

Looking Ahead

10.    Ahuriri Trial

10.1.    Council has commissioned Go Bus to undertake a trial service to Ahuriri and Westshore commencing 10 October. This service has been the number one request from the Ahuriri/Westshore community and general public over the past few years, so it is pleasing to be able to commence this service.

11.    The development of the RLTP is ongoing and priorities within the RLTP are being discussed as a separate agenda item and will feature on future RTC agendas till the RLTP is finally adopted mid 2012.

12.    Drafting the RLTS will also be a focus over the coming months.

13.    Changes in policy and legislation will continue to be an ongoing focus over the next few months.

The purpose of this report is:

·      to provide an update on NZTA’s role in the delivery of the Regional Land Transport Strategy and the National Land Transport Programme in the Hawke’s Bay Region

·      to provide an update on key initiatives that may impact the strategic development of the regional transport network

 

 

1.0     NLTP IMPLEMENTATION UPDATE

 

1.1  Update on State Highway and Network Ops Activities in the NLTP

 

Work is well underway with initiating works programmes for the 2011/12 financial year. The first pavement renewals programme is currently out to tender, preparation work has started on this year’s reseal sites and post winter maintenance activities are underway.

 

We are currently installing cycle triggered VMS warning signs on the Waitangi-Tutaekuri bridge to improve safety for the cycling traffic that is still using the bridge, particularly commuter cyclists. This is part of a wider strategy to maximise safety opportunities on the bridge.

 

Preparations for activities planned to manage the impacts of Rugby World Cup traffic are in place.  This includes speed restrictions and safe-hit posts on the expressway at the Meeanee Quay and airport intersections.  While a few refinements to post layout are continuing, this work should minimise risks associated with the expected number of foreign drivers.

 

In response to a number of heavy vehicle (non injury) crashes recently, we are working with the road safety coordinator (HBRC) and the Police to achieve a focus on an education programme focused on reducing the truck crash rates.

 

Details on the construction programme are provided in Appendix 1.  While good progress has been made overall a number of project phases have been deferred due to a fall in funding priority.

 

1.2  Update on Recent NLTP Funding Approvals by the NZTA

 

Due to cashflow issues, no new project approvals have been made in the period being reported on.  Payments continue to be made as usual for Maintenance and Operations, Public Transport, Model Communities and Emergency works.

 

2.0     OTHER NZTA & MOT INITIATIVES OF REGIONAL SIGNIFICANCE

 

2.1    GPS update

Details:

The Government Policy Statement on Land Transport Funding 2012/13 to 2021/22 (GPS 2012) was released in July.  The GPS sets out the outcomes and priorities the government expects over a ten year period from the investment of the National Land Transport Fund.

 

GPS 2012 will come into force on 1 July 2012, prior to which the current GPS (2009) will remain in place.

 

The release of GPS 2012 has informed the NZTA’s Investment and Revenue Strategy, together with the 2012-15 Regional and National Land Transport Programmes.  Further information on all of these initiatives will be provided by the NZTA at the meeting.

2.2  Financial Assistance Rate (FAR) Reviews

Details

The NZTA recently sought feedback on proposed changes to the funding assistance rates (FARs) that apply to specific investment categories within the public transport, transport planning and road user safety activity classes.  FARs are used to determine what portion of a project or a programme could be funded from the National Land Transport Programme (NLTP). 

 

Consultation for the FAR review closed in July and considerable feedback was received by the NZTA.  The final decisions have now been made and all Councils and RTC Chairs have been advised on the outcomes. 

 

 

2.3  2012-15 RLTP and NLTP Development

Details

NZTA has been working with council staff on the development of the Draft 2012-15 Regional Land Transport Programme (RLTP) as a key input into the 2012-15 National Land Transport Programme (NLTP).

 

A number of the initiatives presented below are key in the development of the RLTP and subsequent NLTP. 

 

There has been significant feedback received from councils on the timeframes for RLTP development, in particular the misalignment with council planning timelines.  As a result of this feedback, combined with a later than anticipated GPS release and the changes resulting from the FAR review, the Agency requested the Minister consider a change of dates.  The Minister has since agreed, and the dates for preparation of the RLTPs and adoption of the NLTP have all been pushed out 2 months.

2.4  Land Transport Management Act Review

Significance to RTC

Potential impact on structure, focus and operation of RTC

Details

The Land Transport Management Act was enacted on 12 November 2003 and was significantly updated in 2008. Further proposed changes to the Act have just been announced by the Government to enable the Act to be made simpler, more streamlined and less prescriptive.  It is expected amending legislation will be introduced to Parliament in the second half of 2011 or early 2012.

2.5  High Productivity Motor Vehicle (HPMV) routes

Significance to RTC

Supporting the provision of effective connections for economic growth and productivity

Details

HPMV route investigation work is complete, with work now focussing on prioritisation. Maintenance works are also scheduled on key structures on SH5 that are currently limiting HPMVs. We expect to approve the use of SH5 for HPMV up to 62 tonnes by the end of this financial year.

 

 

2.6  Regional State Highway Bridging Issues

Significance to RTC

Possible impacts on the RLTP and supporting the provision of effective connections for economic growth and productivity

Details

We can now confirm that maintenance options for the SH5 Mohaka bridge Deck and the SH2 Waitangi-Tutaekuri bridge is the most cost effective option. In both cases this maintenance work will defer the need for capital investment for more than 10 years. After completion of the Mohaka deck maintenance, the structure will achieve its full structural capacity but the maintenance work will not lower the stress levels on the Waitangi-Tutaekuri bridge. Some restriction to overweight vehicles on this bridge will continue to apply, and it will not be suitable for HPMV use.

 

Design work for the maintenance option recommended for the Mohaka and Waione Bridges on SH5 is underway. It is expected that this work will be tendered around the end of the year. NZTA has re-prioritised other planned renewal works to allow the Mohaka Bridge to be completed this year (previously programmed over two years) and for the Waione works to proceed as a new start.

 

The Waitangi-Tutaekuri bridge maintenance work that will be carried out in lieu of the now deferred renewal will proceed in 2012/13.

 

 

2.7  Road Maintenance Taskforce

Details

The government has recently announced the establishment of a Road Maintenance Task Force to examine how we can best deliver road maintenance and appropriate levels of service in the years ahead.  The taskforce has been set up alongside the new GPS 2012 and will seek to identify scope for cost effective improvements. 

 

Members of the initial task force have been drawn from local government, the NZTA and industry.

 

The task force is likely to establish working groups and will want to draw on local government’s knowledge of good practices.  There will be opportunities for wider engagement and involvement as the task force undertakes its work. The task force will commence early August, and is due to complete its work by March 2012. 

 

 

2.8  Connecting New Zealand

Impact on strategic transport planning

 

Details

Transport Minister Steven Joyce has recently released Connecting New Zealand - a document that summarises the government's broad policy direction for the transport sector. Connecting NZ brings together the government's policy direction for transport, which is currently set out in a number of policy decisions and guidance documents.  These include the National Infrastructure Plan, the New Zealand Energy Efficiency and Conservation Strategy, the Government Policy Statement on Land Transport Funding, and Safer Journeys.
