INTRODUCTION

1.      Attachment 1 lists items raised at Council meetings that require actions or follow-ups. All action items indicate who is responsible for each action, when it is expected to be completed and a brief status comment. Once the items have been completed and reported to the Governance Group they will be removed from the list.

 

DECISION MAKING PROCESS

2.      Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded that as this report is for information only and no decision is required in terms of the Local Government Act’s provisions, the decision making procedures set out in the Act do not apply.

 

RECOMMENDATION

SUBJECT: Financial Report        

 

REASON FOR REPORT:

1.      The attached financial report presents a financial overview for the RoadSafe Hawke’s Bay project for the 11 months from 1 July 2012 to 31 May 2013.

Background

2.      The report shows that the expenditure and income is on track for the 11 months of the financial year, explanations are shown in the attachment.

DECISION MAKING PROCESS:

3.      Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act).  Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded the following:

3.1.   The decision does not fall within the definition of the Council’s policy on significance.

3.2.   The persons affected by this decision are the RoadSafe Governance Group members.

3.3.   Council can exercise its discretion under Section 79(1)(a) and 82(3) of the Act and make a decision on this issue without conferring directly with the community or others having given due consideration to the nature and significance of the issue to be considered and decided, and also the persons likely to be effected by or have an interest in the decisions to be made.

 

RECOMMENDATIONS:

That the RoadSafe Governance Group:

1.    Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided.

2.    Receive the financial position report as at 31 May 2013.

Explanatory Notes:

1.      Internal time is 77% of forecast which slightly lower than anticipated for this time of the financial year.

2.      External expenditure is 118% this is offset by the increased revenue secured by RoadSafe staff.

3.      Total funding from other sources confirmed at 31 May 2013 of $26,994 of which $11,690 was carried over from the 2011/12 financial year.

4.      Contributions from NZTA are claimed monthly. This is on track for this time of the financial year. All funds will be claimed by the end of the 2012/13 financial year.

 

Funding from Other Sources

A total of $26,994 has been received from other providers to the end of May 2013. This included the carry over provision and contributions from ACC, NZ Police, District Health Board and HB Primary Health Organisation.

An application for $30,000 has been made to the Police Blue Light and also an application to Highway Network (NZTA) for funding but to date no response has been received. The RoadSafe Regional Manager continues to actively seek funding contributions from other providers during the year; any updates will be advised to the Governance Group at their meeting.

1.      Attached are the latest activity reports from the RoadSafe team:

a)      Kae Schlierike – Wairoa RoadSafe Co-ordinator;

b)      Kate Taylor – Central Hawke’s Bay RoadSafe Co-ordinator

c)       Fiona Whaanga and Liz Schlierike – RoadSafe Co-ordinators (on contract to deliver car restraints programme)

d)      Linda Anderson, RoadSafe Regional Manager

2.      These reports provide an update on activities within the RoadSafe activity areas for this financial year. The staff will present their reports and respond to any questions at the meeting.

Large numbers of children from all walks of life not being restrained correctly or travelling in an approved child restraint.

 

A lack of knowledge and understanding from the general public on how to fit and use child restraints correctly for 0-5 yrs of age

 

 

 

High percentage of 4 year olds being moved from booster seats too early.

 

Most over 5’s are being removed from their booster seats and just using adult seat belts which do not fit them.

Operation Precious cargo – carried out with HB Policing teams over 6 week period.  Assisted Police with road side checks.

 

Community engagement – Presentation at Heretaunga Kindergarten

 

Repeat visit at Colenso Teen Parent Unit to address ongoing concerns with Teen Mums whilst travelling in the Centre van.  Carried out checks on both Centre vans and restraints, advised on expired restraints and correct use and fitting of all current restraints. Centre has identified a need for continued regular visits.

 

Cell Phone Operation – Carried out with HB police assisted with spotting and road side restraint checks. Dealt with any restraint issues that arose.

 

Continued to develop relationships with key stakeholders – Police, Plunket, Maori Health providers, Te Kohanga Reo & Parents Centre.

 

Restraint checking clinics held in Napier, Hastings, CHB & Wairoa

A lack of knowledge and understanding from the general public on the impending law change in regard to booster seats.

 

 

While carrying out proposed activities at Centre’s and community events we will include education, advice and information about the new law and having to keep children in an appropriate restraint until they are at least 7 years of age.

-A health and safety check was held at the Port of Napier.  Police provided a truck safety check, ACC and Road Safe HB provided information on driver safety along with Health HB providing health checks for the drivers.

-60 Companies where represented at the Health & Safety Workshop.  This provided an opportunity to discuss road safety issues with the Health & Safety Managers and to provide information for the employees.

-“Just Another Saturday Night” was presented at Dannevirke/Tararua High Schools.  The regions Road Safety Coordinator along with the SADD students coordinated the event.  We have also been invited to present at Wanganui & Fielding High Schools later in the year.  We have completed further development on the DVD and now contain a section on Jared’s preparation to get ready for the day which can take up to 3 hours.  Also a section on the effects on a family when they get the call from the Hospital.

-The campaigns focus was on cell phone use in vehicles.  Staff where used as ‘spotters’ during this campaign to identify drivers using cell phones in vehicles, Police provided enforcement.  The campaign was also supported by Liz and Fiona who provided child/adult restraint education/etc  Activities across the region included newspaper articles, checkpoints, TV presentation, surveys, development & placement of posters/flyers across the region, development and placement of billboards

-Development of the ‘Mothers Against Impaired Driving’ website has been completed and is now live.  Further work will be done to enhance the site.  Road Safe HB website has developed their own website now and is live with extremely good feedback from around the region.

-The motorcycle safety day was cancelled.  I feel that we need to look at the programme and offer a more comprehensive schedule over the summer season.

-The Register website has been developed and is now live.  We have had a steady flow of registered parties.  Further plans include registering specific parties such as workplace Christmas parties.  Specific information will be provided to all registered parties on how to plan a workplace party with host responsibility requirements.

-Fatigue Stops held on Saturday SH5/ Monday SH2, both very successful with lots of gratitude from drivers.  People are still travelling long distances on these short weekends.
