INTRODUCTION
1. Attachment 1 lists items raised at Council meetings that require actions or follow-ups. All action items indicate who is responsible for each action, when it is expected to be completed and a brief status comment. Once the items have been completed and reported to the Governance Group they will be removed from the list.
DECISION MAKING PROCESS
2. Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded that as this report is for information only and no decision is required in terms of the Local Government Act’s provisions, the decision making procedures set out in the Act do not apply.

SUBJECT: Financial Report
REASON FOR REPORT:
1. The attached financial report presents a financial overview for the RoadSafe Hawke’s Bay project for the eleven months from 1 July 2011 to 30 September 2011.
Background
2. The report shows that the expenditure is on track for the first three months of the financial year.
3. Funding from other sources is in a very positive position for this time of the year. RoadSafe staff have allocated the funds to key projects and priorities and will provide an update on this at the meeting.
DECISION MAKING PROCESS:
4. Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded the following:
4.1. The decision does not fall within the definition of the Council’s policy on significance.
4.2. The persons affected by this decision are the RoadSafe Governance Group members.
4.3. Council can exercise its discretion under Section 79(1)(a) and 82(3) of the Act and make a decision on this issue without conferring directly with the community or others having given due consideration to the nature and significance of the issue to be considered and decided, and also the persons likely to be effected by or have an interest in the decisions to be made.
That the RoadSafe Governance Group: 1. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided. 2. Receive the financial position report as at 30 September 2011. |

Explanatory Notes:

3. Total funding from other sources confirmed at 30 September 2011 of $53,355 of which $13,500 was carried over from the 2010/11 financial year.
Funding from Other Sources
A total of $53,355 has been received from other providers to the end of September. This included the carry over provision and contributions from District Health Board, Police, Highway Network (NZTA) and HB Primary Health Organisation. The RoadSafe Regional Manager and Co-ordinators continue to seek funding contributions from other providers during the year, any contributions received will be advised to the Governance Group at their regular meetings.

SUBJECT: RoadSafe Activity Reports
REASON FOR REPORT:
1. Attached are reports from the Central Hawke’s Bay RoadSafe Co-ordinator, Ethna Renner and Linda Anderson, RoadSafe Regional Manager which provide an update on activities within the RoadSafe activity areas.

Rugby World Cup Games

Promote Soba D at venues where Rugby World Cup games are taking place
|
Promotion of Soba D. messages , leaflets, posters, balloons and prize draw in “Wines & Spirits” in Waipukurau throughout the Rugby World Cup games. The balloons were renewed regularly. Sober drivers were encouraged to enter a prize draw and receive a Soba D wristband (Black & White theme) and Soba D leaflet “Plan a party ...... always have a sober driver”. The campaign was a huge success as the Off Licence was very supportive of the campaign and was very pleased to see people who previously received their wristband, wearing them on return visits to the store. The store received very positive feedback from customers mentioning it was good to see sober drivers being promoted. Prize draw was won by a lady from Poranghau who was delighted with her prize ie a chilly bin full of sober driver rewards.

CHB Sports Awards (4 Nov)

Support Mocktail bar & promote Soba D. Brand at Sports Awards
|
At Planning stage and liaising with Sport HB. Six SADD students from CHB College identified to run the Mocktail Bar and will be wearing t-shirts promoting Soba D. There will be a Lucky seat number prize draw and promotion of Soba D. messages throughout the night. Also promotion of Soba D in the CHB Mail and a reminder to organise a sober driver for the night. This year the placemats detailing the various Sport Awards Categories and nominations will be doubled sided and include the Mocktail recipes for people to take home and use at their next function.

LOSS OF CONTROL (Rural Roads) – Billboards
|
Support the implementation and rotation of the regional billboards. |
The billboards with road safety messages pertaining to Loss of Control are now complete and the local contractors Infracon are in the process of putting posts in place and erecting the billboards in the identified high risk crash areas along Porangahau Road.

FATIGUE/ ALCOHOL/ SPEED – Labour Weekend
|
Support Police checkpoints and address road safety issues including Fatigue, Speed and Alcohol |
In the lead up to Labour weekend, a Police checkpoint was held on State Highway 2 near the intersection of Herbert St in Waipukurau on Monday 17 October. Two Police officers organised a general check to include WOF, Regos and seatbelt wearing and targeted northbound and southbound motorists. Educational packs included information and resources relating to Fatigue and Speed were issued to 100 drivers. A checkpoint was also organised to take place on the following day i.e. Tuesday 18th however was postponed due to a firearms incident in Otane. On Monday 24th October a checkpoint was also held in Waipukurau along Takapau Road targeting northbound and southbound motorists returning from their holiday weekend. Drivers were breath tested and provided with educational packs pertaining to drink driving and Soba D. A checkpoint followed in Waipawa along High St where southbound motorists were targeted and breath tested and issued with educational Soba D packs. Circa 300 drivers in total were issued with educational packs. Overall, the feedback from motorists was positive including comments “keep up the good work” and “glad to be a sober driver and get rewarded” however there were the usual few who complained of having to wait in a queue .

Supporting the local Plunket fundraiser and prize draw taking place in October. Organised a booster seat plus educational pack in a presentation box with new RoadSafe HB Logo and road safety messages “simple clicks can save lives” which will be on display for the duration of the fundraiser.

Youth Expo to take place in February 2012 at AW Parson Stadium, Waipukurau. Target audience to include 13-18 year olds plus Youth withdrawn from School Education. Special focus on Alcohol, Drugs & Abuse (physical & Sexual). Met with Michele Hayes (Aqua Mgt) and Di Pedersen on Tuesday 6 September and now at planning and funding stage.

-Planning is currently underway for the 2012 event. Dates: 30th April – 4th May 2012. We have had a great response from the Schools and Stakeholders registering to attend -We attended the Gisborne and HB A&P Shows. This featured alcohol, speed, driver distraction & fatigue. The event was supported by TAG, Jared & Iain SOBA D car which continues to be a successful combination. -The kit has been completely finished and now available for use National. We are holding a National Launch on the 29th November 2011. We have had a great response and have a number of providers attending from around NZ. Several other opportunities for use are being considered as well. -We have attended a number of schools presenting the DVD and the response has been outstanding. Each school was provided with a ‘teaser’ DVD and instructions on how to book. Investigations of other presentation opportunities include the Prison and Community Groups -We were very fortunate to be invited to provide training in Niue, this was extremely successful and proved very educational for us all -We are on the final stages of development of Jared’s Message, a website built around the DVD, including alcohol messages, highlights, question and answer opportunities -Further development will include using the crash animation and creating this into a separate educational resource. -Under development. We have pre-tested at a number of environments with predictable results. We will work further to refine the resource -RoadSafe HB will support Operation Unite on the 2-3rd December 2011 |

-RSHB provided support for the recent Operation, we also funded x2 ‘spotters’ who provided ‘eyes’ for the Police during the Operation -I have been doing some work with the granddaughter of the women killed by a texting driver in Hastings last year. Helen and her mum attended the A&P Show to raise awareness of risk. This was very well received by the public. Helen is also supporting the combined Nap/Hastings Intersection-Cell phone joint operation.
