SUBJECT: Financial Report
REASON FOR REPORT:
1. The attached financial report presents a financial overview for the RoadSafe Hawke’s Bay project for the first five months from 1 July 2012 to 30 November 2012.
Background
2. The report shows that the expenditure and income is on track for the first five months of the financial year.
3. Funding from other sources to November 2012 has been received from the Hawke’s Bay District Health Board (public health unit). The RoadSafe Regional Manager has allocated the funds to key projects and priorities and will provide an update on this at the meeting.
DECISION MAKING PROCESS:
4. Council is required to make a decision in accordance with Part 6 Sub-Part 1, of the Local Government Act 2002 (the Act). Staff have assessed the requirements contained within this section of the Act in relation to this item and have concluded the following:
4.1. The decision does not fall within the definition of the Council’s policy on significance.
4.2. The persons affected by this decision are the RoadSafe Governance Group members.
4.3. Council can exercise its discretion under Section 79(1)(a) and 82(3) of the Act and make a decision on this issue without conferring directly with the community or others having given due consideration to the nature and significance of the issue to be considered and decided, and also the persons likely to be effected by or have an interest in the decisions to be made.
That the RoadSafe Governance Group: 1. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided. 2. Receive the financial position report as at 30 November 2012. |

Explanatory Notes:
1. Internal time is 36% of forecast which is on track for this time of the financial year.
2. External expenditure is 47% this is offset by the increased revenue secured by RoadSafe staff.
3. Total funding from other sources confirmed at 30 November 2012 of $25,690 of which $11,690 was carried over from the 2011/12 financial year.
4. Contributions from NZTA are claimed monthly. This is on track for this time of the financial year.
Funding from Other Sources
A total of $25,690 has been received from other providers to the end of November. This included the carry over provision and contributions from ACC, District Health Board, Highway Network (NZTA) and HB Primary Health Organisation. The RoadSafe Regional Manager continues to actively seek funding contributions from other providers during the year; any contributions received will be advised to the Governance Group at their regular meetings.

REASON FOR REPORT:
1. Attached are the latest activity reports from the RoadSafe team:
a) Kae Schlierike – Wairoa RoadSafe Co-ordinator;
b) Kate Taylor – Central Hawke’s Bay RoadSafe Co-ordinator
c) Fiona Whaanga and Liz Schlierike – RoadSafe Co-ordinators (on contract to deliver car restraints programme)
d) Linda Anderson, RoadSafe Regional Manager
2. These reports provide an update on activities within the RoadSafe activity areas for this financial year. The staff will present their reports and respond to any questions at the meeting.

Large numbers of children from all walks of life not being restrained correctly or travelling in an approved child restraint.
A lack of knowledge and understanding from the general public on how to fit and use child restraints correctly for 0-5 yrs of age
High percentage of 4 year olds being moved from booster seats too early.
Most over 5’s are being removed from their booster seats and just using adult seat belts which do not fit them correctly.

Completed Activities Below
Follow up visit at Colenso Teen Parent Unit to address ongoing concerns with Teen Mums whilst travelling in the Centre van. Carried out checks on both Centre vans and restraints, advised on expired restraints and correct use and fitting of all current restraints.
Attended road safety day at Te Kohanga Reo in Flaxmere
Continued to develop relationships with key stakeholders – Police, Plunket, Maori Health providers, Te Kohanga Reo & Parents Centre.
Carried out a month long restraint campaign - assisted Police with road side checks.
Restraint checking clinics held in Napier, Hastings, CHB & Wairoa
Community days attended – Camberley Services expo. Maraenui Community Day.

14 Centres have confirmed bookings for the new year including 4 Te Kohanga Reo.

While carrying out proposed activities at Centres and community events we will include education, advice and information about the new law and having to keep children in an appropriate restraint until they are at least 7 years of age.

Youth Alcohol Education Resource: Redevelopment: Redevelopment of the resource has been completed (Documentary Style). The two new sections include a pictorial of Jared being prepared for the day and his rehabilitation schedule. Stephen Harmer then provides an account of what it was like receiving the call that his brother had been killed in the crash. These have both added depth to the resource and have been well received. Road Safe HB Website: The Road Safe HB website has been completed and will be officially launched the 15th December in a media release. Party Register: The Party Register has rejuvenated; Constable Joe Batterham has been assigned to managing the project. A website has been developed for registration but also provides information on planning a safe party, the benefits of registering and other useful information. Road Safe HB will be the contact for registrations and the distribution of the packs. World Conference: Senior Constable Iain Cheyne and I presented the resource “JASN” at the recent World Safety Conference. The resource was very well received and a number where distributed to delegates both National and International. Awards: Senior Constable Iain Cheyne and I both received a National Award (Te Manania / IPNANZ); this was presented in Wellington at the National ACC office by Michael Woodhouse, Senior Government Whip & List MP Dunedin. Open Polytechnic: The training package was completed (I was part of the development team) and the Injury Prevention Qualification is now available through the Polytechnic. “Just Another Saturday Night” is part of the course curriculum. Rotorua Youth Expo: Jared, Iain and myself where again invited to attend the Rotorua Expo, the resource/presentations received high accolades. (Report Pending) A survey was completed and the attendees rated the presenters and Jared and Iain where most popular. Mothers Against Impaired Driving: This is a new initiative featuring a group of Mothers (Mission Belles Netball Team) who approached RoadSafe HB as they felt they have a unique opportunity to educate young people around sober and drug free driving. A website is currently being developed with the vision that other areas may set up M.A.I.D groups as well. Currently discussions are being held with Rotorua/Taupo and Gisborne. The website provides practical information and support for parents and caregivers. “A Mothers Story”: Tory Morrison has supported the HB Youth Alcohol Expo for a couple of years; she speaks to the young people about receiving the call that her son had been critically injured in a high profile crash. We are currently developing her story (along the lines of “Just Another Saturday Night” The first draft has been completed, development will continue in 2013 DHB Innovation Award: The “Mothers Against Impaired Driving” provided a Mocktail Bar at the recent DHB Innovation Awards, this was well received and provided a unique education opportunity to the regions Health Providers Safe Communities Accreditation HDC: I have presented to the Safe Communities Accreditation Panel (HDC Application). Road safety is one of the key priority areas in the application to become an Accredited Safe Community.

-Eastern Police and Road Safe HB attended the HB A&P Show; this was again a very successful event. It was extremely encouraging hearing heaps of kids coming through (Jared’s Banners) and saying we met him at the Expo. I asked what they had got the most out of the Expo and encouragingly they were saying “consequences”, “making the right choice”, “sober driving”. Then other groups coming in and saying “we are going to the Expo next year”.

-Police Checkpoints/Checking Clinics: November 2012-A joint month long campaign in conjunction with Eastern Police focused on child restraints. Checking Clinics where also provided at the regions supermarkets….the focus was “solution based”, the purpose was to provide solutions for parents/caregivers around the correct installation and correct fit for infants/toddlers
