Subject: 2025-2026 Annual Plan
Reason for report
1. This item is to progress the development of the 2025-26 Annual Plan.
2. The purpose of the workshop is to present the following for councillors’ review and feedback:
2.1. draft of the consultation document with design elements
2.2. supporting information for proposed changes to policies that are being consulted on concurrently:
2.2.1. Statements of Proposal and marked up corresponding policies for the Rates Remission and Postponement Policies and Revenue and Financing Policy
2.2.2. Explanation of rating method
2.3. Communication and Engagement Plan.
Background
3. This is the ninth and last workshop scheduled with Council on the Annual Plan.
Next steps
4. The consultation document, and supporting information, is scheduled for adoption at the Regional Council meeting on 26 March 2025. This includes the statement of proposal and marked-up HB Regional Public Transport Plan 2025-2035.
5. Public consultation is scheduled to run between Monday 31 March to Friday 2 May 2025.

Subject: Reimagining Flood Resilience Project
Reason for report
1. This workshop presentation will update Councillors on the progress being made to design a governance and engagement framework for the ‘Reimagining Flood Resilience Project’ for the Upper Tukituki Flood Control Scheme and the Heretaunga Plains Flood Control Scheme.
2. This workshop follows on from the Council meeting on 18 December 2024 and subsequent discussions between the project team and councillors.
3. A presentation will be given by staff to confirm the direction provided by councillors and discuss next steps.
Next steps
4. An agenda item will be presented to the Regional Council meeting on 26 March 2025 for a Council decision agreeing to the final project governance and engagement framework.
