Subject: NIWE Wairoa flood resilience

That Hawke’s Bay Regional Council excludes the public from this section of the meeting, being Agenda Item  5 NIWE Wairoa flood resilience with the general subject of the item to be considered while the public is excluded. The reasons for passing the resolution and the specific grounds under Section 48 (1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are:

NIWE Wairoa flood resilience

s7(2)(e) Excluding the public is necessary to prevent disclosure of information that could damage measures that prevent or mitigate loss to members of the public.

s7(2)(f)(ii) Excluding the public is necessary to maintain the effective conduct of public affairs by protecting councillors and/or council employees and contractors/ consultants from improper pressure or harassment.

s7(2)(i) Excluding the public is necessary to enable the local authority holding the information to carry out, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).

s7(2)(j) Excluding the public is necessary to prevent the disclosure or use of official information for improper gain or improper advantage.

 

Sensitive information in the report has the potential to adversely impact negotiations and, at this stage, may be misrepresented publicly and negatively impact the project’s progress and funding.

Subject: 2025-2026 Annual Plan

 

Reason for report

1.      This item is to progress the development of the 2025-26 Annual Plan.

2.      The purpose of the workshop is to:

2.1.       recap and provide an update on the FY 2025-26 budget, and projected average rates increase and

2.2.       provide and seek feedback on new Consultation Document content.

3.      A PowerPoint presentation will be circulated to councillors separately.

Background

4.      This is the seventh workshop with Council on the Annual Plan, and the second that is open to the public.

5.      Since the last workshop, staff have been working on:

5.1.       the detailed budgeting through the Techone finance system

5.2.       further development of the consultation document, incorporating feedback from the last workshop.

Next steps

6.      The next and final workshop will be held 26 February 2025.

7.      The consultation document, and supporting information, is scheduled for adoption at the Regional Council meeting on 26 March 2025.
