The Chair welcomed everyone to the meeting and Councillor Thompson Hokianga opened with a karakia.

There were apologies for absence from Tania Hopmans and Councillor Martin Williams, and for early departure from Councillor Thompson Hokianga.

Recommendations from the Corporate & Strategic Committee

 

Councillor Xan Harding, Chair of the Committee, introduced the item noting the staff effort to minimise the amount of carry forwards, and the achievements of the Compliance Team contained within the Compliance Monitoring, and Enforcement Report 2022-2023.

1.      Receives and considers the Recommendations from the Corporate & Strategic Committee staff report.

2.      Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion and make decisions on this issue without conferring directly with the community or persons likely to have an interest in the decision.

4.      Adopts the Annual Compliance, Monitoring, and Enforcement Report 2022-2023 for publication.

8.

Recommendation from the Environment & Integrated Catchments Committee

 

Councillor Roadley introduced the item as deputy Chair of the committee, noting the presentations on the findings of the Coastal and River Birds Survey, LiDAR and 3D aquifer modelling. Further, the great work of the Biodiversity Team to control Alligator Weed and Senegal Tea was noted along with discussions about controlling feral cats.

9.

Councillors' 2024-2025 remuneration and allowances

 

Nic Peet introduced the item, which set out the remuneration for the 2024-25 financial year as determined by the Remuneration Authority and was taken as read. It was noted that some councillors are interested at investigating ways they could ‘give back’ the remuneration to the community.

1.      Receives and considers the Councillors' 2024-2025 remuneration and allowances staff report.

2.      Confirms the remuneration and allowances payable to councillors resulting from the Local Government Members (2024-25) Determination and updates the Elected Members’ Expenses and Allowances Policy accordingly, effective from 1 July 2024.

10.

Councillor appointment to the Hawke’s Bay Future Farming Charitable Trust Board

 

Nic Peet introduced the item, which was taken as read.

Xan Harding is currently a member of the HB FF Charitable Trust Board and declared an interest in the item, and did not vote.

Councillor Neil Kirton nominated Councillor Di Roadley and the nomination was seconded by Jock Mackintosh. There being no further nominations, Di Roadley was appointed as the HBRC Councillor Director on the Hawke’s Bay Future Farming Charitable Trust Board.

11.

Verbal update on the 4 September 2024 Māori Committee meeting

 

Mike Paku opened by thanking the regional council for it’s decision to uphold the recommendation of the joint Māori Committee and Regional Planning Committee PSGE representatives to retain the Māori constituencies for the upcoming local elections. The relationships with the Māori Partnerships Team and Mātauranga Māori discussions were highlighted, including how Mātauranga Māori implementation into Council’s frameworks may have influenced decisions in relation to the Wairoa bar. It was suggested that it would be valuable for all of the councillors to have regular sessions on the role of Mātauranga Māori.
