The Chair welcomed everyone and the meeting was opened with a karakia.

4.

Te Awanga erosion issues and pathway considerations

 

Maurice Smith introduced the group and outlined what they are seeking. Tom Bunny delivered a presentation which highlighted:

·  Options to provide critical short-term protection to address immediate risks to the infrastructure including the stormwater system and community hall.

·  Cyclone Gabrielle resulted in a gravel bar offshore and redirected wave action and eroded the beach to within 4 metres of the lagoon wall.

·  Storm event 10 July 2023 eroded another 4 metres of land.

·  Stormwater drains into the lagoon which, at low tide, drains out via the Maraetotora River mouth.

·  Working with Graeme Hansen at HDC, investigated options and arrived at their preferred option of a seawall built out of interlocking modules (Ecoreef) of reinforced concrete.

·  A video demonstrated how the seawall works because of the shape (honeycomb) of the blocks including build-up of beach material in front of the wall and wave refraction.

·  Initial estimated costings of $1M for 200 metres - $2.5M for total project.

·  Chris Dolley advised that TAG is investigating this proposed solution, working with HDC, and will bring a report to the 5 July joint committee meeting.

·  Because the Strategy is long term and can’t deliver an immediate solution, the Interim Response Plan is guiding actions and the community is working with HDC to progress it.

·  Graeme Hansen advised that HDC will make decisions on whether to progress (or not) as part of their LTP. He noted that any decision to progress with the intervention would trigger a consultation requirement with HBRC.

5.

Project Manager's June 2024 update

 

Simon Bendall introduced the item and noted:

·  The Finance and Expenditure Committee's Inquiry into climate adaptation is under way and TAG has been developing a submission which will be finalised for submission by the 16 June deadline.

·  The Chair, Simon Bendall and Chris Dolley spoke to the joint committee’s submission to the Fast Track Approvals Bill select committee this morning.

·  There were no other status changes to report for this period.

6.

Communications and engagement update

 

Rebecca Cullen introduced the item and provided an update on the pre-consultation engagement planned.

Chris Dolley advised that internal HBRC staff have worked through all the engagement and consultation activities and the decision has been made to delay the pre-engagement to August and subsequent consultation in October/November.

The original intent was that consultation on the Strategy would be stand-alone.

7.

Current coastal projects update

 

The item was taken as read.

Chris Dolley provided a brief update on the HDC issues in Haumoana, advising this will be added to future coastal projects updates for the joint committee.

8.

Update on follow-ups from previous meetings

 

Simon Bendall introduced the item, which was taken as read, advising that all of the actions are under way or nearing completion. The history of engagement with tangata whenua will be provided to Tamatea Pōkai Whenua ahead of the meeting at Matahiwi Marae.
