Subject: Regional Land Transport Plan Submissions
Reason for Report
1. This item introduces the submissions hearing on the Regional Land Transport Plan (RLTP) and provides the Regional Transport Committee (RTC) with:
1.1. an outline of the consultation process,
1.2. the 57 submissions received,
1.3. information on the hearing and the hearing schedule.
Officers’ recommendations
2. Staff recommend that RTC members read and consider the written submissions in preparation for the hearing, deliberations, and to inform decision-making.
Consultation process
3. Public consultation on the RLTP ran from Monday 18 March to 8pm on Sunday 14 April 2024.
4. Staff used several platforms to promote engagement and encourage people to provide feedback. This included: HBRC media releases, print advertisements, digital advertisements (mixture of targeted ads, banners, and promoted posts) with HB App, NZME, Stuff, and Facebook.
4.1. HBRC’s social media channel (Facebook and Instagram) posts and two adverts resulted in 129,534 impressions (content served), 96,120 reach (content seen), 33 engagements (interactions) and 262 link clicks.
5. The RLTP web page which housed the full draft Plan, consultation document, and consultation questions attracted:
5.1. 1444 total users who viewed the consultation page,
5.2. 2013 total views of both pages (main page and FAQs),
5.3. 451 total downloads – 257 downloads of the full draft RLTP and 194 downloads of the consultation summary.
6. Staff conducted a briefing on the draft RLTP for Māori Committee members through Teams. This briefing focused on the key points of the RLTP, why it is important, and why we needed to hear from Committee members.
Submissions
7. In total 57 submissions were received and 13 of these submitters wish to be heard in support of their submissions.
8. All the written and verbal submissions will be assessed by staff and a deliberations report will be prepared for the 24 May RTC meeting to enable the RTC’s decision making and recommendations to the Regional Council.
Key high-level themes from public consultation
9. The following provides some initial high-level themes that have come through the consultation process. Detailed analysis will be provided at the RTC deliberations meeting on 24 May 2024.
9.1. There is broad support for both the strategic vision and strategic objectives, with support from around 60% of respondents.
9.2. Generally, the investment programme as proposed is supported by respondents, particularly the proposed works on the State Highways.
9.3. High level themes broadly focused on public and active transport, four-laning the expressway (both for and against), transport emissions, rural roading, the level of capital required, and investments proposed for State Highways 2 and 5.
9.4. Another high-level theme that has emerged is alignment with the Government’s Policy Statement on Land Transport 2024 (GPS). Whether we, as a region, need to consider how closely we do align to the GPS, so that we can secure as much funding as possible. This also supports another key thread around the level of funding required to enable the full rebuild and recovery of the transport system.

Deliberations
11. After the hearings, staff will finalise the deliberations report for the RTC to consider at its next meeting on 24 May 2024.
12. The RTC will be asked to consider the submission points and any comments made by Council staff in making the decisions necessary to recommend the adoption of the RLTP to the Hawke’s Bay Regional Council.
Responses to submitters
13. Each submitter will receive a letter from the RTC within 30 days of the deliberations, setting out RTC's resolution(s) pertinent to their specific submission(s), and the reasons for those resolution(s).
Decision-making process
14. Council and its committees are required to make every decision in accordance with the requirements of the Local Government Act 2002 (the Act). Staff have assessed the requirements in relation to this item and have concluded:
14.1. The decision does not significantly alter the service provision or affect a strategic asset, nor is it inconsistent with an existing policy or plan.
14.2. The consultation procedure for the Regional Land Transport Plan is prescribed by section 18 of the Land Transport Management Act 2003 and section 82 and 83 of the Local Government Act 2002. Public consultation took place between 18 March and 14 April 2024.
14.3. The persons affected by this decision are ratepayers and others with an interest in the region’s transportation networks.
14.4. Given the nature and significance of the issue to be considered and decided, and the persons likely to be affected by, or have an interest in the decisions made, the Committee can exercise its discretion and make the required decisions without consulting directly with the community.
That the Regional Transport Committee:
1. Receives and considers the Regional Land Transport Plan Submissions staff report.
2. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion and make decisions on this issue without conferring directly with the community or persons likely to have an interest in the decision.
3. Receives and considers the written and verbal submissions made by submitters on the Regional Land Transport Plan 2024-2034.
