The Chair welcomed everyone to the meeting including guest Ann Redstone who has recently retired as a HDC Councillor and consequently from the Joint Committee.

Acknowledgement of contributions from Ann Redstone |

The Chair acknowledged the large contribution that Ann has made to the Joint Committee since joining in 2016, and asked Ann to share her perspectives. Comments included: · Ann has been active in her community along the coast at Te Awanga / Haumoana since she arrived in the area about 40 years ago, including helping to set up the Clean Sea Coalition, which went on to become part of the Walk on Water group. · Ann is pleased to see that the Joint Committee is getting traction after its long but deliberate journey with community panels at its heart to ensure the local voice is heard. · Ann has always been passionate about her coastal community and in turn the community has always been able to rely on her put their viewpoint across to HDC and this Committee. |

Project Manager's March 2024 update |

Simon Bendall introduced the item and discussions included: · The Mātauranga Māori workstream is still struggling to gain traction. Joint Committee PSGE representatives will provide advice and connections to help the Project Manager move this workstream along. · Consultation by HBRC on the Strategy has been put back one month to September 2024. · Saving the Cape Coast book has been distributed to members and it was agreed that Keith Newman will be invited to a future Joint Committee meeting to present his work. |

Update on Government's intentions for natural hazard-related policy and reforms |

Chris Dolley introduced the item, which was taken as read, and Gavin Ide advised that since publication of the agenda the Government has introduced the Fast Track Approvals Bill. Discussions covered: · There may be an opportunity for some of the Strategy’s mitigation consent processes, however possibly at the cost of community inclusion. · It was agreed that staff will draft a submission on the Fast Track Approvals Bill that highlights the Strategy and the work that’s been done, the need to continue community consultation/involvement and potential candidate projects for fast tracking, to be distributed to members for feedback before lodging. |

Current Coastal projects update |

Chris Dolley introduced the item, which was taken as read. · HDC continues to work closely with the Te Awanga community regarding the Te Awanga Lagoon and the proposed (not currently funded) repairs to the Maraetotara River channel. · Proposed flood mitigation works in the Whirinaki /Tangoio area will include investigations related to coastal inundation risks however the primary focus will be on the ongoing flood resilience of those communities. |
