The Chair welcomed everyone including Tere Smith representing Tamatea Pōkai Whenua for the first time. Councillor Xan Harding opened the meeting with a karakia.

Proposed Terms of Reference amendment |

Simon Bendall introduced the item, which was taken as read. Changes proposed to Appendix 1 include removing tsunami risk from the Terms of Reference clarifies the Joint Committee’s focus on coastal inundation and erosion hazards, as well as a minor clarification to note the future strategy reviews will consider additional hazards including multi-hazard assessments. |
That the Clifton to Tangoio Coastal Hazards Strategy Joint Committee: 1. Receives and considers the Proposed Terms of Reference amendment report. 2. Agrees that the decisions to be made are not significant under the criteria contained in Hawke’s Bay Regional Council’s adopted Significance and Engagement Policy, and that the Joint Committee can exercise its discretion and make decisions on this issue without conferring with the community, in the form of recommendations to the partner councils for confirmation. 3. Accepts the amended Clifton to Tangoio Coastal Hazards Strategy Joint Committee Terms of Reference Appendix 1 as proposed. 4. Recommends the amended Clifton to Tangoio Coastal Hazards Strategy Joint Committee Terms of Reference Appendix 1 (following) to each of the Partner Councils for adoption. CARRIED

Communications and Engagement Plan update |

Simon Bendall introduced this item, which was taken as read, and explained that it was presented to the last Joint Committee meeting but was unable to be considered due to the loss of the quorum. Discussions and comments included: · Engagement plan will be informing the wider HB public as well as the communities directly affected by the Strategy · Community consultation which will detail HBRC taking responsibility for the Strategy is expected to start in August 2024 after HBRC has completed its LTP consultation process. The Coastal Strategy consultation will be put forward as an amendment to the HBRC LTP |

Simon Bendall introduced the item with comment and discussion including: · The Mātauranga Māori workstream status change (from green to orange) reflects that considerable work remains to be done, including clarifying the outcomes that should be reflected through the Strategy prior to notification in August 2024. Simon noted that this was a key focus at the moment. Work is underway. · Submissions for the proposed new National Policy Statement for Natural Hazard Decision-making (NPS-NHD) legal framework close on 20 November 2023. While this is focused on new development (which is not within the Committee’s purview) the Committee has considerable experience that it could share with the Government on the challenges of finding solutions for existing development exposed to natural hazard risks. It was agreed that there is value in sharing this experience but that detailed commentary on the proposal can be left to other councils. · A submission focussed on the high level principles involved will be drafted for Joint Committee consideration via email before the Chair’s sign-off. · The overall project timeline is categorised as red/a key risk due to compounding delays which leave the project vulnerable to any further delay. · Confirming the funding model is considered the Strategy’s key risk and will be discussed in detail in a series of Joint Committee workshops, culminating in a funding model decision for the Joint Committee in June 2024. That decision will then be presented to HBRC in July 2024 for consideration and, if accepted, will be followed by public consultation on the Strategy in August 2024. · HBRC funding the Strategy after it has adopted its LTP presents a difficulty and HBRC councillors will need to be kept up to date about the Strategy. |

Simon Bendall introduced the item which was taken as read. Discussions covered: · Rangatira revetment, Westshore Beach renourishment consent and the Haumoana shingle crest height updates will be provided to the next Joint Committee meeting. · The Memorandum of Transfer (MoT) in place between the three councils was based on a list of assets expected to be transferred to HBRC at some future date, and set out a process for NCC and HDC to consult with HBRC if any new assets are proposed to be added (in the interim period) for potential transfer to HBRC. |
