1.         Welcome/Karakia /Apologies/Notices

The Chair welcomed everyone to the meeting and opened with a karakia.

The Chair noted that Hawke’s Bay remains in a National state of emergency and acknowledged the widespread and devastating impacts of Cyclone Gabrielle on the region’s communities.

 

2.         Conflict of Interest Declarations

There were no conflicts of interest declared.

 

4.

Cyclone Gabrielle Response to date

 

Doug Tate spoke to the item on behalf of the Civil Defence Emergency Management Coordinating Executive Group.

·    Loss of marae and urupa has hit the Māori community particularly hard.

·    Connections to 28 isolated rural communities have been established, led by the Defence Force, and now on a 7-day schedule of resupply supported by the supply hub at the showgrounds in Hastings.

·    NCC wastewater treatment plant is still inoperable and could remain that way for weeks or months, which is also impacting on industries based in Awatoto.

·    Mobile community hubs at Pakowhai and Twyford are managed by Hastings District Council.

·    Police, ensuring communities are feeling safe including using mobile bases. Going into recovery will look at where specialist resources are directed. Command Centre will continue running 24/7 for the time being.

·    Safety concerns remain at Omarunui and Moteo and NZ Police deploying mobile resources.

Hawke's Bay Cyclone Gabrielle Recovery framework

 

Nigel Bickle spoke to the report, which was taken as read, noting:

·    Proposed recovery approach aligns with regional recovery strategy and acknowledges that recovery must be locally based.

·    Be clear about recovery being a multi-agency collaboration

That the Hawke’s Bay Civil Defence Emergency Management Group Joint Committee:

1.      Receives and considers the Hawke's Bay Cyclone Gabrielle Recovery framework staff report.

2.      Approves the proposed Hawke’s Bay Cyclone Gabrielle Recovery framework as detailed, providing for its implementation by the Matariki Governance Group.

Resolution

That the Hawke’s Bay Civil Defence Emergency Management Group Joint Committee excludes the public from this section of the meeting, being Agenda Item  6 Cyclone Gabrielle Interim Recovery Manager appointment, with the general subject of the item to be considered while the public is excluded. The reasons for passing the resolution and the specific grounds under Section 48 (1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are:
