Councillor Jerf van Beek, acting Chair, welcomed everyone and Peter Eden opened the meeting with a karakia.

Lauren Simmonds introduced John Simmons, contracted as an independent expert advisor for the RPMP partial review process, who provided an overview of his experience, particularly in relation to HBRC.

Possum control area partial RPMP review- proposal for consultation |

Lauren Simmonds introduced the item, and sought feedback on the documents presented to enable amendments and finalising the Proposal (consultation document) and supporting information for Council adoption 29 June and consultation commencing 1 July. Feedback included: · An executive summary would be useful and should provide enough information to provide ‘time poor’ with enough information to allow people to decide whether or not they want to submit · Use bullets points instead of long paragraphs to shorten the document · John Simmons suggested that if possible some examples of funding impacts for particular sectors e.g. farmers, should be included, potentially 4 scenarios. It was reiterated though, that the rating impacts on individual property owners cannot be calculated until Council has finished its Revenue & Financing Policy (rates) review and then the 2024 Long Term Plan consultation has considered the ‘new’ rating levels, splits, etc with any accuracy · Credit to the team for adding sub-headings to help with the readability of the document · Page 1 – summation needs to be clearer. If that can be made more clear then there may not need to be an ‘executive summary’ · Reminder that Council decided to go down this path – to Council-led large scale contractor model – after considering the outcomes of the 2019 section 17 review of Council’s biosecurity activities and programmes · Cost benefit analysis and BA s70 & 71 now going to be attached so that the consultation document (proposal) is shortened rather than having them included · Pre consultation has been with key stakeholders including Ministry for Primary Industries, Federated Farmers, Forestry groups and Beef & Lamb and will continue, in particular with forestry groups · Iain Maxwell agreed to add table of potential rates for four scenarios · DoC will be reviewing the Wildlife Act 1953 –may take a number of years and will likely only affect operational matters, not policy · Proposed change won’t preclude any changes in future to align to the updated Wildlife Act · Possum control on forestry blocks is planned to commence in 2024, with progressive roll-out. Forestry owners will not be able to opt out or control operations · Trying to take costs out of the rural environment to some extent, and put more of the costs onto the urban community, which needs to be clearly informed of the proposal, which is ultimately about more biodiversity in their backyard · Cognisant of community sentiment around methods of control, particularly mana whenua opposition to the use of 1080 · Biosecurity Act requirements are a contributing factor to the length of the Consultation Document, which is the proposal and has been legally reviewed to ensure it meetings those requirements · Targeted messaging will go out, for people to then read more in the Proposal and supporting information · Statistics on the consultation and number of responses to be included in the deliberations papers to enable ‘assessment’ of how successful the consultation has been · Next step is finalising the documents for consultation before Council adoption on 29 June 2022. Public consultation period will be from 1 – 31 July followed by public hearings mid-August. Final Council approval of the change is scheduled for 28 September 2022 as/if recommended by the BWP. |
1. That the Biosecurity Working Party: 1.1. Receives and considers the Possum Control Area Partial RPMP Review - Proposal for consultation. 1.2. Confirms that it is satisfied that section 70 of the Biosecurity Act 1993 has been complied with in relation to the Possum Control Area Partial RPMP Review Proposal. 1.3. Confirms that it is satisfied that the matters in section 71 of the Biosecurity Act 1993 have been addressed in relation to the Possum Control Area Partial RPMP Review Proposal. 2. The Biosecurity Working Party recommends that Hawke’s Bay Regional Council: 2.1. Notes that the use of a public consultation process is required by the Biosecurity Act for amending the HBRC Regional Pest Management Plan. 2.2. Agrees that section 70 of the Biosecurity Act 1993 has been complied with in relation to the Possum Control Area Partial RPMP Review Proposal. 2.3. Agrees that the matters in section 71 of the Biosecurity Act 1993 have been addressed in relation to the Possum Control Area Partial RPMP Review Proposal. 2.4. Agrees that the Possum Control Area Partial RPMP Review Proposal will be publicly notified on 1 July 2022 for a period of submissions until 31 July 2022 followed by a hearing of verbal submissions if required. 2.5. Authorises the Chief Executive to make alterations of minor effect or to correct any minor errors to the Possum Control Area Partial RPMP Review Proposal and supporting documents prior to public notification.
