The item was taken as read and the Committee noted the election of Liz Munroe as Co-Chair of the Committee and Apiata Tapine as Deputy Co-chair. |

Anne Bradbury spoke to the item, highlighting: · TANK plan change now in Commissioners’ hands for decisions · OWB plan change mediation on appeals scheduled on 27 October |

Katrina Brunton introduced the item, and outlined the statutory advocacy activities. Discussions traversed: · Local government Steering group for RMA reform met last week and will be embarking on a National Roadshow of targeted engagement with councils and tangata whenua · Anticipating exposure draft of NPS for Indigenous Biodiversity late 2021 and staff intend to make a submission · View expressed that a further ‘submission’ should go to NCC in relation to their draft District Plan and spatial picture. Awaiting a response from NCC on next process steps as they do not intend to hold hearings at this stage. HBRC submission expressed concerns about development on tsunami and liquifaction prone land. NCC spatial picture will subsequently be incorporated into their District Plan. · All HB councils are working together to propose HB as a pilot region for development of a Regional Spatial Strategy. This was the subject of the Hastings District Council led hui last Friday. Requires weaving together all existing City and District plans and setting limits across all of the region’s biophysical characteristics includine freshwater and biodiversity. Being a Pilot Region would come with significant resources, particularly for tangata whenua. A Regional spatial plan will have phenominal benefits for the region in the long term. The five council’s planning teams would be integrated as a single virtual team. Summary of discussions at 1 September RPC meeting in relation to Pilot Region proposal will be re-circulated. · Request was made for a Water Services Bill update including implications for the Regional Council. |

Regional Planning Committee Work Programme for Kotahi |

Queries and discussions following on from discussions at the earlier workshop traversed: · Additional layer to be added into the ‘external influences on the work programme’ to include Central Government legislation, National Policy Statements and Environmental Standards in the pipeline that will influence or impact on the Kotahi process and decisions · Proposed to hold several workshops including Māori Committee tangata whenua to work through the process including in relation to the Regional Coastal Environment Plan and a matauranga Māori workshop early in the process before setting the vision and values. · An updated proposed schedule of workshops will be provided in early 2022. |
