4.

Actions from Previous Clifton to Tangoio Coastal Hazards Strategy Joint Committee

 

1.      Site visit arranged for today.  Request Pieri Munro to provide an email update on the Tāngata Whenua Engagement update.

2.      A range of agenda items to be deferred to the 27 November 2020 meeting agenda.

3.      Amend Terms of Reference to include appointment panel – work in progress.

4.      Whakarire Ave revetment works: requested information on the preliminary private and public splits developed by TAG be circulated:  Work in progress

5.      Request for specific action from Councils on response to the Mana whenua recommendations re risks of sedimentation and protections of urupa at Bay View – Letters circulated in Dec 2019, following up responses. To be reported on at the next meeting on 27 November.

6.      Invite LGNZ President/Minister for the Environment to a future joint committee meeting:  There has been a meeting with Minister Shaw.  Revisit action post election.

Most items are work in progress and will be reported on at the next meeting in November.

Call for Minor Items not on the Agenda

6.

Long Term Plan Reporting - Coastal Hazards Strategy

 

Chris Dolley introduced the item, which was taken as read.

·    The report presented suggested wording to be included in each Partner Councils 2021-2031 Long Term Plan which are due to be released for public consultation in early 2021

·    A similar approach was followed at the last Long Term Plan process

·    Seeking the committee’s endorsement to be inserted in the Long Term Plan process documents

·    Suggested and minor changes and amendments agreed were:

Global warming, sea level rise, predicted increases in the intensity of storms and the related waves generated are likely to impact our coastal areas more severely in the next 100 years.

The Clifton to Tangoio Coastal Hazards Strategy 2120 is a collaborative project led by Hastings District Council, Maungaharuru-Tangitu Trust, Napier City Council, Mana Ahuriri Incorporated, Hawke’s Bay Regional Council and Heretaunga Tamatea Settlement Trust.

This Strategy has been in development since 2016. It seeks to ensure that coastal communities, businesses and critical infrastructure from Tangoio to Clifton are resilient to the effects of coastal hazards.

So far The Strategy has mapped coastal hazards areas, identified risks, and through a collaborative process involving two community-based assessment panels and wider community engagement, developed preferred responses to coastal hazards for short, medium and long term horizons, up to 100 years.

Work is now being advanced to refine designs and costs for coastal defence options, investigate the costs and processes of retreating from hazards areas, review the existing regulatory framework and develop a funding model for Strategy implementation.

Due to the significant size, complexity and scale of the Coastal Hazards Strategy, the partner Councils have agreed to engage and consult on the final proposed Strategy outside of the 2021 – 2031 Long Term Plan consultation process. This will ensure that all affected ratepayers have the opportunity to consider the proposal and have their views heard.

Targeted and specific consultation on the Strategy is being planned for October 2021. More information can be found on the project website at www.hbcoast.co.nz.

·    Final wording to circulated to the Committee members by email and presented for approval at the next Joint Committee meeting in November.

2.        That the committee notes and agrees suggested amendments to be included in each Partner Council’s 2021-2031 Long Term Plan and that the final draft be presented to the November Clifton to Tangoio Coastal Hazards Strategy meeting for confirmation.

7.

Project Manager's Update

 

Simon Bendall gave a brief overview on the project with key discussions highlighting:

·    Re-engaging with panels:  Had a great response so far from those who are keen to re-engage prior the next round of consultation

·    Have some gaps in terms of panel membership, particularly looking to increase diversity, and looking to fill those roles soon

·    First panel meeting will be held early November and timing will be communicated to the joint committee in due course

·    Communications update:  A newsletter will be published mid next week and today’s outcomes will be summarised in there as well

·    Overall project timing: Still aiming for October 2021 LGA consultation process pending today’s decision making

Current Coastal Projects Update

 

Opportunity from staff who provided feedback on progress on various areas below:

Whakarire Ave Revetment Works

·    No staff was available to give an update herein.  An update will be given at the next Joint Committee meeting

Extended consent area for sand deposition at Westshore (Jose Beya)

·    Some progress has been made - progressing very slowly

·    Sought advice from Shane Kelly (Catchment and Coast) in how disposal of the material will be managed – awaiting final advice report

·    Started initial re-engaging with iwi and stakeholders and the first meeting with Ngāti Pārau will be held on 4 November.  Engagement with other iwi will be progressed through Napier City Council as they are leading the iwi engagement process

·    This is shared work between NCC and HBRC and co-funded by HBRC

·    NCC is the formal applicant of the consent application

·    In regard to engagement with mana whenua on the extended consent area for sand deposition at Westshore – it was advised that all communications, engagement and issues are to be directed to Tania Hopmans at Maungaharuru-Tangitu

Haumoana 18 (Bruce Allan)

·    A letter report has been produced for the H18 section of coast and provides guidance for consideration on available protection options, coastal strategy summary, review of sheet pile protection option, possible alignments, indicative costs and an outline of a staged approach if residents were motivated to proceed

·    The letter report has been provided to the Landowner representative for initial consideration and we will propose a meeting between residents and HDC once the Cape View consent is lodged.

Capeview Corner  (Bruce Allan)

·    Work has continued on preparing for lodgement of consent documents for this project with the design report and application documents complete

·    Consultation has been the most recent focus with a meeting held with 10 locally affected residents seeking affected party approvals, consultation and site visit with Matahiwi marae and meetings and correspondence with DOC and Customary Marine Title applicants

·    DOC approvals should be the last component of the consultation process

·    Hope to lodge consents by end of October.

Clifton Rock Sill (Bruce Allan)

·    HDC has been approached to assist with a consent application to progress toe rock protection section of work between the existing Clifton revetment wall and the Clifton boat ramp

·    Since reporting to the last JC meeting a decision was made by HDC to undertake emergency protection works following a sea event on 20-21 August that eroded a significant section of the Clifton Campground and camp access road to the boat ramp

·    Approximately 500 tonne of limestone rock was delivered to site and placed in a single line along the length of eroded coast line - work was funded by the Clifton Reserve Society

·    A consent application for the original Rock sill job was in development at the time the emergency works were carried out so this has now been modified to consent the emergency works, as well as consent the proposed rock sill project, which will see the reuse of the emergency rock and a further 1,000 tonne limestone rock placed in line with the toe of the existing Clifton wall

·    Consultation has been undertaken with Matahiwi marae and DOC. Consents have now been lodged for this project.

Whirinaki / North Shore Road erosion (Bruce Allan)

·    HDC is assisting local residents with possible minor protection advice for an eroding section of coast adjacent to North Shore Road

·    A letter report has been produced that provided  analysis of beach profile data, recent changes, comparison with coastal strategy detail and consideration of possible community mitigation measures

·    Residents have also now been provided with a typical cross section proposing minor reclaim works and planting options for the area and consideration about seeking consents for the proposal.
