1.       Powhiri

The Powhiri commenced with Karanga and Haka Pōwhiri by Hukarere Māori Girls College, continued in accordance with tikanga Māori including Whaikōrero by speakers from Mana Whenua pae and for Councillors, whānau, manuhiri, supporters with supporting waiata, and finishing with the transition of councillors across the floor to HBRC.

With the closing of the Powhiri by karakia at 10.10am, the formal part of the meeting commenced at 10.15am with James Palmer, HBRC Chief Executive, acting as Chair.

The Making and Attesting of the Declarations Required by Members

 

Councillors were called upon one at a time, to make their oral declarations and sign the written declarations.

All elected members made their oral declarations and attested their written declarations in turn, in the following order:

  • Martin Williams
  • Rick Barker
  • Rex Graham
  • Craig Foss

  • Will Foley

 

The meeting adjourned at 10.35am and reconvened at 11.15am

 

3.

Election of Chairperson

 

James Palmer introduced the item, explaining the process to elect the Council’s Chairperson. As required, the Council resolved the voting system to be used for the elections of the Chair and Deputy before calling for nominations.

Cr Rick Barker nominated Cr Rex Graham, and the nomination was seconded by Cr Charles Lambert.

There being no further nominations, Cr Rex Graham was elected.

Resolutions

That Hawke’s Bay Regional Council:

1.      Resolves to adopt voting system A for the elections of the Chairperson and Deputy Chairperson of Council as detailed in Schedule 7 Part 1 Section 25(3) of the Local Government Act 2002.

2.      Confirms that in the case of determination by lot the method used shall be for the Electoral Officer of Council (Leeanne Hooper) to draw the name of the person to be excluded from the next round of voting from a suitable container with the Group Manager, Office of the Chief Executive and Chair acting as scrutineer during this process.

3.      Elects Councillor Rex Graham as Chairperson of Hawke’s Bay Regional Council.

4.      Councillor Rex Graham made his oral declaration and attested his written declaration.

James Palmer stepped down from the Chair and Chairman Rex Graham assumed the Chair at 11.30am.

Election of Deputy Chairperson

 

The Chair called for nominations for Deputy Chairperson.

Cr Neil Kirton nominated Cr Rick Barker, and the nomination was seconded by Cr Jerf van Beek.

There being no further nominations, Cr Rick Barker was declared elected.

The Fixing of the Date and Time of the First Ordinary Meeting of the Hawke’s Bay Regional Council

 

The item was taken as read.

That Hawke’s Bay Regional Council confirms that its First Ordinary Meeting will be held on Wednesday 6 November 2019 commencing at 9.00am.
