The Chair welcomed everyone to the meeting, noting Councillor Kirton’s absence.

There were no conflict of interest declarations.

 

3.       Confirmation of Minutes of the Tenders Committee Meeting held on 15 February 2017

Minutes of the Tenders Committee meeting held on Wednesday, 15 February 2017, a copy having been circulated prior to the meeting, were taken as read and confirmed as a true and correct record.

4.

Request Not to Tender for SkyTEM Surveys

 

Dr Jeff Smith, Manager Science, provided the rationale for the request to continue with the project with organisations already involved in the development, scoping and PGF applications relating to the survey programmes. Jonathan Hill is involved in the communications plan in relation to engagement with the community around the project and use of helicopters and technology.

Resolutions

That the Tenders Committee:

1.      Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion and make this decision without conferring directly with the community and persons likely to be affected by or to have an interest in the decision.

2.      Authorises the Chief Executive to negotiate directly and, if able, enter into contracts with SkyTEM Australia, GNS Science and Project:Haus, for the provision of services to Hawke’s Bay Regional Council from 1 September 2019 until 30 June 2022, as proposed.

3.      Directs staff that Recommendation 2 is made on the basis that contracts for services that exceed funding within the Long Term Plan will not be established until PGF funding is fully committed under contract with Hawke’s Bay Regional Council.
