4.

Follow-up on CHB Private Drinking Water Supply Issues

 

This item is in response to a specific request from the Committee for the Working group to follow-up.

·      Liz Lambert updated the committee on current activities of the taskforce established, consisting of a diverse group of members including HBRC, CHB DC, private bore owners, commercial growers, industry reps, tangata whenua, DOC, Forest & Bird and Fish & Game, which will focus on water quantity issues in the Ruataniwha area.

·      Two issues of concern in CHB are 1) the increased minimum flow which came into effect through Plan Change 6 on 1 July 2018 and the implications for large water takes, particularly irrigators; and 2) the petition received from residents of Tikokino and Ongaonga about their concerns about large irrigation takes directly impacting on their domestic water supplies.

·      The taskforce has met twice and agreed on the issues to focus on

·      A survey of Ongaonga and Tikokino residents is under way to obtain more information on the bores, water issues and residential water supply.

·      It was suggested that a representative of the DHB be appointed to the taskforce.

5.

Update on HBRC TANK Plan Change Potential Drinking Water Safety Provisions

 

Craig Thew (Hastings District Council) gave an update on the development of potential provisions relating to drinking water safety for inclusion in the TANK Plan Change.  Discussions highlighted that:

·      The JWG went through a number of updates which are covered in the action plan.

·      The group continues to be busy, focussing on the Source Protection Zones (SPZs) and Provisional Protection Zones previously reported to the committee.

·      The draft plan change version 7 was presented to the Regional Planning Committee on 31 October and clarification sought on several minor details such as the practical implications of SPZs and PPZs on land use, the status of the development of NCC SPZs and the cost allocations for investigating SPZ zones.

·      NCC is endeavouring to have the Napier SPZs completed by the end of March 2019 – to enable their inclusion in the draft TANK plan change for public notification.

·      Hastings District Council has completed their main urban supply SPZs and aims to have other smaller areas such as Clive, Te Awanga, Haumoana etc defined in February 2019.

·      Some land use activities require registration under the Health Act, which Dr Nic Jones explained, and there are also opportunities to voluntarily registration.

6.

Joint Working Group Activities Update

 

Liz Lambert updated the committee on the status of activities, with further discussions covering:

·      the TANK drinking water safety provisions developed as requested

·       A planned Comms workshop was deferred due to staff availability and a new date will be arranged in the coming weeks.

·      Arsenic Protocol – recent incidents have highlighted a need for further refinement of this and the JWG has agreed that a small team will meet to discuss those.

·      Most of the actions on the Work Plan are regarded as medium priority.

·      Napier City Council provided an update on its Water Safety Plan to the 1 November JWG meeting and the next Council to present will be Central Hawke’s Bay.

·      Wayne Jack also delivered a presentation to the JWG on the proposed Three Waters Review.

·      Rina Douglas has resigned from HBRC and Ceri Edmonds was introduced to the committee as Rina’s replacement.

·      The Chair acknowledged HBRC’s staff for all the work undertaken so far.

·      There was a query whether the JWG carries out ongoing risk management and monitoring, in particular around emerging issues, and Liz Lambert will discuss this with the JWG Chair

7.

Discussion of Items of minor Business not on the Agenda

 

The Hawke’s Bay Drinking Water Governance Joint Committee accepted the following “Minor Item Not on the Agenda” for discussion.

Blue Bay Development

·     Negative publicity in Wairoa newspaper which was then published in HB Today -around the DHBs role in the consenting process for the Blue Bay Development. Issues are continually being raised by members of the Wairoa community seeking clarification of their involvement in the consenting process.

·     Dr Nic Jones advised that Blue Bay is a private development. A Wastewater system has been installed which will also provide wastewater treatment for Opoutama.

·     The wastewater discharge point was going to be up gradient of the point where Council planned to abstract drinking water for the new development. Council came into the DHB through the HBRC to work through the issues of the water supply.

·     Issues raised were: 1) Consent required for taking of the Drinking Water with the intention of supplying water as a drinking water resource and 2) discussions around the compliance with Drinking water standards.

·     Regional Council granted the consent subject to a water safety plan being provided by the DHB. The DHB assessor approved the water safety plan which strongly recommended not using a water source that is in plume of pollutants from a septic tank from a wastewater treatment.

·     DHB had conversation with the Planners of HBRC that there has to be a strong justification for taking this approach.

·     A Section within the Drinking Water standard that provides for the use of water that can be subject to waste water to be used for a Drinking water source – have to go through more treatment. Major limitation is that if the system breaks down, that the water would be contaminated and served to the community.

·     Major concerns raised that the treatment requirements within the current standard deal with viruses and bacteria, but that there is no provision within the standard to remove chemicals or other new pollutants in wastewater discharge. DHB recognise that this was not the ideal approach and has recommended against it.

·     Potentially a more advance system could be installed (like Reverse osmosis treatment), but would not be required by the standard.

·     Discussions were held between HBRC and Wairoa District Council on the approach.  WDC decided to not follow the recommended approach and currently looking into an alternative source - the consent was withdrawn.

·     Council ultimately made the decisions based on the information given, rather the DHB preventing a decision being made.

·     Communication on the decisions with the relevant Media could have been dealt with in a more positively way. Malcolm Miller had a short discussions on how it should be dealt with going forward.
