The Chair welcomed everyone to the meeting, especially Mayor Hazlehurst and Ross McLeod from Hastings District Council.

 3.      Confirmation of Minutes of the Clifton to Tangoio Coastal Hazards Strategy Joint Committee held on 6 June 2017

Simon spoke to the actions and explained that all the actions were complete.

5.

INTEGRATING THE COASTAL HAZARDS STRATEGY INTO COUNCIL LONG TERM PLANS

 

Graeme Hansen spoke of some of the challenges around the LTP processes. The Chair explained how it was important that the joint committee make a commitment to stay at this table. Concern was expressed as to how this is all communicated to the community. Communications plan for stage 3 to be updated for next meeting.

Concern was expressed that the LTPs would not have any money identified for physical works programmes. This was because detailed costings and timing of works, and the detail of how works would be funded between the Council, would not be confirmed in time to be included in draft LTPs. The Joint Committee sought that rather than numbers, appropriate narrative is included in the LTPs to show that future amendments are anticipated to include detailed costings for physical works programmes once developed. TAG were directed to develop the narrative.

Resolutions:

That :

1.    The Clifton to Tangoio Coastal Hazards Strategy Joint Committee receives and notes the report Integrating the Coastal Hazards Strategy into Council Long Term Plans.

2.     The Clifton to Tangoio Coastal Hazards Strategy Joint Committee makes the following recommendation to the Hawke’s Bay Regional Council, Hastings District Council and Napier City Council:

a.     That each Partner Council identify in their draft Long Term Plans an allocation of $100,000 each per year for the duration of each Long Term Plan 2018 – 2028 to commence Stage 4 of the Clifton to Tangoio Coastal Hazards Strategy 2120, including the following activities:

·      Implementation planning to establish timing and order of works programmes in each priority unit;

·      Technical studies and detailed design work for prioritised physical works programmes;

·      Consenting costs for prioritised physical works programmes;

·      Policy and planning framework review and possible changes; and

·      The continued operation and support of the Joint Committee.

6. & 9

COUNCIL ROLES AND RESPONSIBILITIES & Coastal Response Contributory Fund

 

The significant overlap between Items 6 and 9, meant that Mr Philip Jones spoke to both items, explaining the need for all three councils to work together on both the strategy and funding. He explained the idea behind the contributory fund and the need for a joint and consistent approach.

Discussion ensued regarding funding and that investigation is required as to any possible government funding towards the contributory fund when it has been established. It was hoped that local leaders would have opportunities to talk to government ministers.

1.     The Clifton to Tangoio Coastal Hazards Strategy Joint Committee receives and notes the “Council Roles and Responsibilities report.

2.     The Clifton to Tangoio Coastal Hazards Strategy Joint Committee:

2.1.     Explore options and ideas for the role of funder and seek to make a determination following confirmation of pathways in each Priority Unit.

2.2     That in the interim, until final options have been selected and further analysis undertaken, each local authority contribute equally to the on-going funding of the strategy and implementation of Stage 4.

2.3     That the Clifton to Tangoio Coastal Hazards Strategy Joint Committee receives the report Coastal Response Contributory Fund.

2.4     Explore options and recommend to Council the establishment and commencement of contributions to the Coastal Response Contributory Fund as soon as possible.

7.

STAGE 3 PROGRESS UPDATE

 

Simon Bendall, spoke of the work of the panels giving further information on the results, of the Panel’s work to date. He responded to questions regarding the process. The chair acknowledged the hard work of the panels.

Question was asked regarding consultation with Iwi to communicate the draft output of the Panels and show how the cultural information has been incorporated. Joint Committee direct TAG to undertake further engagement with Iwi.

8.

COASTAL HAZARDS STRATEGY – HIGH LEVEL COST ESTIMATES

 

Richard Reinen-Hamill from Tonkin and Taylor outlined the process used to come up with the high level costings, and gave explanations of the graphs contained in the report.

Coastal Response Contributory Fund

Project Manager Update

 

Simon Bendall spoke briefly about timing and the next meeting on 20 February will receive reports and be asked to confirm a recommendation back to each partner council.

11.

Current Coastal Projects Update

 

Whakarire Ave: $1.2m estimated costs have escalated to $2.2m. April/March next year for public consultation to include the additional costs in NCC’s LTP. Building to take about four months.

Dredging and depositing of sand at Westshore Beach, the port dredged approx. 140,000 cubic metres for maintenance dredging and they expect that to occur every couple of years. 60,000 cubic metres was placed towards Westshore and some effects on the beach are being seen.

Questions were asked regarding the effects on kaimoana on Pania reef and further north.

Revetment works at Clifton: Application has been lodged, further information requested from HBRC. Submissions close 20 December, it was noted that the Southern panel lodged a letter of support along with five other submissions in support.

Revetment works at Haumoana: These are private works, and appear to have slowed down.
