1.       Welcome/Apologies/Notices

The Chairman welcomed everyone to the meeting, and Karauna Brown offered a karakia to begin.

Ngaruroro Water Conservation Order Submission

 

Some discussion took place regarding the reason for public exclusion and it was agreed the reasons on the agenda be altered to those below.

Resolution

That Council excludes the public from this section of the meeting, being Agenda Item 3 Ngaruroro Water Conservation Order Submission with the general subject of the item to be considered while the public is excluded; the reasons for passing the resolution and the specific grounds under Section 48 (1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution being:

7(2)(i) That the public conduct of this agenda item would be likely to result in the disclosure of information where the withholding of the information is necessary to enable the local authority holding the information to carry out, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).

The Council is specified, in the First Schedule to this Act, as a body to which the Act applies.

Ngaruroro Water Conservation Order Submission

 

Upon moving back into Open Session, the recommendations were moved and seconded, then voted on.

RPC52/17

Recommendations

1.      The Regional Planning Committee recommends that Council:

1.1.     Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision.

1.2.      Adopts the Ngaruroro River Water Conservation Order Submission as recommended by the Regional Planning Committee meeting on 22 August 2017, for lodging with the Special Tribunal.

1.3     That the tabled letter be sent to all the applicants for the Draft Ngaruroro River and Clive River Water Conservation Order, with the exception of Ngati Hori ki Kohupatiki.

1.4     That a separate letter be sent to Ngati Hori ki Kohupatiki requesting a meeting to discuss the Draft Ngaruroro River and Clive River Water Conservation Order.

Therefore the resolutions were DEFEATED

 

Karuana Brown offered a Karakia to close the meeting.
