The item was taken as read. The amendments noted were proposed to address updated Council policy and processes. |
1. That the Hearings Committee receives and notes the “Hearings Committee Terms of Reference” staff report. 2. The Hearings Committee recommends that Council: 2.1. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision. 2.2. Confirms the Terms of Reference for the Hearings Committee, including agreed amendments. CARRIED |
Appointments to Hearing Panels |

As there are currently no Panels requiring appointments, there was discussion on the appointments process, how commissioners are chosen, and potential upcoming hearings. Mrs Brosnan agreed to provide the Committee with a list of all “making Good Decisions” accredited councillors and tangata whenua representatives, along with a list of independent commissioners. Discussions also covered the Te Mata Mushrooms notified resource consent and the potential for the applicant to apply for direct referral to the Environment Court. |

Resource Consent Application and Hearings Processes |

Mrs Annette Brosnan, through a Powerpoint presentation, covered the steps and timeframes involved in processing a resource consent application once it has been lodged by an applicant. This presentation will be offered to Regional Planning and Maori Committee tangata whenua representatives and any other councillors interested in attending, on 4 July. |
