SH38 – The inter-regional group has met and conducted an investment logic mapping session regarding the development of problem statements for SH38. There is a draft of this out at present. There is an opportunity at next workshop for further representatives to attend and the committee may wish to consider this. Ms Redgrave will phone in to the next meeting. Napier Gisborne Rail – The Napier/Wairoa line proposal is still in negotiation with KiwiRail. An announcement is expected soon. Water Bottling - Awatoto not in production yet, looking at commissioning in November. The Ellwood Road plant sent 68 containers to the Port in July/August ( to be left as a follow up). Logging debris – Trucking firms have been asked to reinforce good behaviours with their drivers. Cr Herbert raised concern about the increase in logging trucks on the roads, in particular State Highway 2, Ahuriri and Prebensen Drive. He asked if the roading structure is up to the increase with big projects like the rocket lab, water bottling and logging. Ms Raewyn Bleakley replied that the Napier Port Access business case is addressing these issues.

Development of the Government Policy Statement for Transport 2018 |

Mr Chaplin, General Manager Sector Performance for Ministry of Transport gave a presentation on the development of the Government Policy Statement for Transport 2018 (GPS). The policy sets out the government’s priorities for spending from the National Land Transport Fund over the next 10 years and how the funding is allocated between activities. Mr Chaplin covered the purpose, focus and timeframes for the GPS in his presentation. |

One Network Road Classification System - Update and Presentation |

Mr Steven Finlay gave a presentation on One Network Road Classification (ONRC). Mr Finlay’s presentation covered how the region is tracking with the implementation of ONRC and how the Councils are collectively working through the implementation of the new approach. |

Variations to the Regional Land Transport Plan 2015-25 |

The committee has considered a number of variations over the last twelve months. Mrs Anne Redgrave spoke of the Matariki economic development strategy and transport improvements focusing on access to the Napier port. The Prebensen/Hyderabad intersection upgrade, Hawke’s Bay Expressway safety treatments package and passing lanes between Bay View and Hawke’s Bay Airport all form part of the proposals. |
1. That the Regional Transport Committee receives and notes the Variations to the Regional Land Transport Plan 2015-25 report 2. The Regional Transport Committee recommends that Council: 2.1. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted Significance and Engagement Policy, and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision. 2.2. Approves the proposal to vary the Regional Land Transport Plan 2015-25 to include the Prebensen-Hyderabad Intersection Upgrade and Bay View Passing Lanes 2.3. Agrees that the HB Expressway Safety Treatments Package triggers the significance policy contained in the Regional Land Transport Plan 2015-25 and notes that the Chief Executive will undertake a public consultation process on this proposal, in conjunction with the NZ Transport Agency. 2.4 Delegates responsibility for the hearing of submissions, deliberations and decisions on the inclusion of the Hawke’s Bay Expressway Safety Treatments package in the Regional Land Transport Plan, to a subcommittee of the Regional Transport Committee comprised of the Regional Transport Committee Chairman, the appointed representative of New Zealand Transport Authority, and the Hastings District and Napier City Council appointed elected representatives. NZTA Central Region - Regional Director's Report |

Ms Raewyn Bleakley highlighted a number of points in her report and Mr Wayne Oldfield spoke to aspects of the Highway Network Operations activities. Cr Barker referred to recent driver licence testing results in Hawke’s Bay and asked if NZTA undertakes a moderation process to determine if there are inconsistencies in testing around the country. Ms Bleakley will provide a response to this question. Cr Herbert asked about details of the design for the Watchman Road/State Highway 2/Airport intersection upgrade. Left in, left out access to the airport will be maintained from State Highway 2. Further information on the timing for construction will be distributed to the committee. |

September 2016 Public Transport Update |

Mrs Anne Redgrave updated the committee on public transport for the year to June 2016. Hawke’s Bay Regional Council is currently working with HBDHB to implement their travel plan, which aims to resolve parking issues at the hospital. A number of the bus improvements commencing in late September will improve public transport access to the hospital. |
