1.       Welcome/Prayer/Apologies

The Chairman welcomed everyone to the meeting and advised that due to prior commitments, Councillor Barker is in attendance today via audio (telephone) conference.

Resolutions

RC47/16     Notwithstanding Clause 3.14 of Council’s Standing Orders and due to extenuating circumstances, Council agrees that Councillor Rick Barker be allowed to participate in debate and vote on the items being decided today via means of audio conference.

2.       Conflict of Interest Declarations

3.       Confirmation of Minutes of the Extraordinary Regional Council meeting held on 6 September 2016

Minutes of the Extraordinary Regional Council Meeting held on Tuesday, 6 September 2016, a copy having been circulated prior to the meeting, were taken as read and confirmed.

4.       Confirmation of Public Excluded Minutes of the Extraordinary Regional Council meeting held on 6 September 2016

That Council excludes the public from this section of the meeting, being Agenda Item 4 confirmation of the Public Excluded Minutes of the Extraordinary Regional Council meeting held on 6 September 2016 with the general subject of the item to be considered while the public is excluded; the reasons for passing the resolution and the specific grounds under Section 48 (1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution being:
