The Chairman welcomed everyone present to the meeting.
The Chairman welcomed Richard Reinen-Hamill, Professor Paul Kench and Ms Alexandra Johansen to the Committee. Ms Johansen, from Environmental Management Services introduced herself and will be working alongside Mr Bendall on the Project.

2. Conflict of Interest Declarations
Councillor Scott declared an interest in item 7 Update of Protection Works at Whakarire Avenue as a member of the Hearings Committee but it was confirmed that the update would be restricted to progress and timeframes only and was intended to keep the Joint Committee abreast of the current status of the project.
There were no conflict of interest declarations.

Stakeholder Engagement Update |

Mr Bendall updated the Committee on stakeholder engagement. A meeting invite has been circulated to the ‘collaborate’ and ‘consult’ parties for Tuesday 27 October at the Hawke’s Bay Regional Council, Council Chambers for a pre-release briefing and information session ahead of the public release of the Tonkin and Taylor technical report. Richard Reinen-Hamill from Tonkin and Taylor would be in attendance to assist with responding to questions on the technical information. The website continues to be updated with Committee minutes and other information. Responses were sent to letters addressed to the Committee from WOW Inc. and Mr Dallimore. Mr Bendall noted that since the last meeting, members of the Joint Committee and TAG have held stakeholder meetings with Whakarire Avenue Residents and some Iwi. |

Project Manager Update |

Mr Bendall updated the Committee on where the project is currently sitting. He noted the latest progress report from Tonkin & Taylor on the technical work stream indicated the project is behind schedule by approximately 1 month due to a variety of matters. Mr Bendall proposed that one additional Joint Committee meeting be added to the current schedule of meetings for Stage 1 of the Strategy. He proposed that the next Committee meeting on 13 November 2015 be used to discuss a draft strategy document and receive final technical information, and a final meeting be scheduled in early February 2016 to endorse the strategy and Complete Stage 1. The Committee discussed dates in early February and agreed on Wednesday 10 February 2016. Mr Bendall also posed an open question to the Committee on the future role of the Committee in Stages 2 and 3 of the Strategy, and whether it was intended that the Joint Committee retain a role in those future stages of whether it would be left to the individual Councils / organisations. The Committee discussed this and advised that the Joint Committee should continue to meet and have a role in future stages. Mr Bendall noted that this concept would be incorporated into the strategy document currently being drafted. |

Update of Protection Works at Whakarire Avenue |

Mr Minehan provided an update on the protection works at Whakarire Avenue. Councillor Scott queried as to whether being a member of the Hearings Committee which may consider the Whakarire Avenue consent application would result in a conflict of interest. It was discussed that the update would be a simple progress update and would not affect or impact on the role of HBRC as a consenting authority. Mr Minehan advised the Committee that Napier City Council had met with Whakarire Avenue Residents on 6 August 2015 to get their feedback on the two proposed options for a new breakwater structure. On 10 August 2015 NCC met with Mr Dallimore to inform him of feedback from the Whakarire Avenue Residents and expected planning process from there. NCC met with a HBRC Senior Planner in June regarding the consent process and the way forward. Beca are developing a module. NCC to discuss with stakeholders what this would look like and gain feedback. The timescale for the surveying work to be done is; 3 weeks – talk to stakeholders; 4 weeks – receive Beca feedback; and 8 weeks – information to be available. Mr Minehan confirmed a new consent was not required as work would be within the original consent. |

The Chairman invited Professor Paul Kench to introduce himself to the Committee. Professor Kench of the University of Auckland introduced himself and gave some background on the work he has been involved in including national and international coastal science roles. Professor Kench is peer reviewing the work by Tonkin and Taylor for the Clifton to Tangoio Coastal Hazards Committee. |
