Councillor Dick welcomed all present to the meeting
There were no apologies.
Mrs Gilbertson advised that once amendments had been undertaken on the document following the Sub Committee’s decisions today, the final document would be presented to the Regional Council for adoption at its meeting on 21 September and also presented at the Regional Transport Committee meeting on 22 September for endorsement.

Resolution: That the Sub Committee of the Regional Transport Committee: 1. Agrees that the decisions to be made are not significant under the criteria contained in Council’s adopted policy on significance and that Council can exercise its discretion under Sections 79(1)(a) and 82(3) of the Local Government Act 2002 and make decisions on this issue without conferring directly with the community and persons likely to be affected by or to have an interest in the decision due to the nature and significance of the issue to be considered and decided. 2. Hears and considers each submission and resolves any changes to be made to the draft Regional Public Transport Plan for 2011-2014 based on the decisions made on submissions from the general public. CARRIED
The Sub Committee then commenced hearing the verbal submissions.
4. Vicki Butterworth – Bike NZ
The submitter reiterated her request that the Regional Public Transport Plan be more dynamic towards active transport initiatives and that cycling as a form of transport be given priority. it was also suggested that HBRC takes over the funding and running of the annual two week bike challenge held in the region and that funds be provided to educate and provide cycle skills training for school children and adults.
The submitter also noted that it could be advantageous for Councils to consider the establishment of a dedicated cycle role to encourage cycling as a safe means of travel.
6. B Crabbe
The submitter sought clarification from Council regarding processes undertaken to lobby Government around rail services. A request was also made for an investigation to be undertaken for a commuter rail service from Eskdale to Pakipaki using surplus rail fleet and that bikes be allowed to be carried on buses after seats had been removed.
Councillor Dick thanked the submitters for their presentations.
The Sub Committee commenced considering the submissions received.
1. Jeremy Dunningham, Cycle Aware HB The Sub Committee noted that the submitter was concerned about future changes and funding constraints on regional councils as a result of the new GPS and urged HBRC to use its influence in pointing out to Government this policy error. The Sub Committee wished to assure the submitter that the Regional Transport Committee did make submissions on issues that were of concern to the region. Resolution: That the Subcommittee: 1. Receives the submission from Jeremy Dunningham, Cycle Aware Hawke’s Bay and makes no change to the draft Regional Public Transport Plan. Furlong/Ashworth CARRIED 2. John Freeman, Chief Executive, CHB District Council The Sub Committee noted that if a trial bus service was undertaken in Central Hawke’s Bay, a targeted rate may need to be implemented. Resolution: That the Subcommittee: 1. Receives the submission from John Freeman, Chief Executive, CHB District Council and makes no change to the draft Regional Public Transport Plan. Furlong/Ashworth CARRIED 3. Bernie Kelly – Cycle Aware Hawke’s Bay The Sub Committee discussed the submitter’s question regarding a policy on the carriage of folding bikes on buses and agreed that all options for the carriage of bikes on buses would be investigated prior to the current contract expiring.
Resolution: That the Sub Committee: 1. Receives the submission from Bernie Kelly – Cycle Aware Hawke’s Bay and makes the following change to the draft Regional Public Transport Plan: Under Section “Our Customers” – Policy Area – Integration with other modes: 16. Allow the carriage of folding bikes, at no charge, so long as the bike is not a hindrance or obtrusive to other passengers. Include a statement “to investigate all options for the carriage of bikes on buses, prior to the expiry of the current urban bus contract.” Clews/Murray CARRIED 4. Vicki Butterworth – Bike NZ The Sub Committee noted the suggestions made by the submitter and the information provided illustrating what other countries around the world are undertaking to encourage cycling. Resolution: That the Sub Committee: 1. Receives the submission from Vicki Butterworth – Bike NZ and makes no change to the draft Regional Public Transport Plan. Furlong/Murray CARRIED
5. John Clark – Ministry of Education The Sub Committee noted the submitter’s request in relation to safety risks for students arriving and leaving school and advised that trials where speed signs would be erected were to be undertaken in the vicinity of schools in Napier and Hastings. Resolution: That the Sub Committee: 1. Receives the submission from John Clark – Ministry of Education and makes the following change to the draft Regional Public Transport Plan: Under Section “Our Customers” – Policy Area – Health and Safety: 9. Ensure there are strong linkages with the Safer Journeys Strategy – safe system approach. Furlong/Elers CARRIED 6. Barrie Crabbe The Sub Committee discussed the submitter’s concerns and noted that the current Regional Transport Strategy included a policy around the ongoing review of railway costs even though the dynamics in the region were constantly changing. A copy of the Watson Report will be forwarded to the submitter. Resolution:: That the Sub Committee: 1. Receives the submission from Barrie Crabbe and makes no change to the draft Regional Public Transport Plan. Postings/Ashworth CARRIED 7. Maggie Hollis The Sub Committee discussed the submitter’s suggestion that bus services be linked to walkways. Advice was given that it was planned that maps outlining the walkways and bus links would be produced in the future by Napier and Hastings Councils. The submitter also suggested that smaller buses be used on some routes and the Sub Committee noted that provision had been made in the RPTP that stated that appropriate sized buses are used on each service and cater for peak loadings at peak times and also allow for future growth. 8. Rosemary Marriott The Sub Committee discussed the submitter’s requests and agreed it was necessary to be aware of what could occur in the future, therefore future proof mechanisms were required to be contained in the Regional Public Transport Plan. Resolution: That the Sub Committee: 1. Receives the submission from Rosemary Marriott and makes no change to the draft Regional Public Transport Plan. Postings/Murray CARRIED 9. Delaney Myers – New Zealand Transport Agency The Sub Committee discussed the submitter’s suggestions in relation to farebox recovery and the proposal to include information about eligibility of the Total Mobility Scheme and other passenger transport services available in the region. The advantages of bus stops being numbered was also discussed and once technology was purchased, texting systems could be introduced. It was also noted that ongoing work would continue in regard to bus markings and the establishment of timetable posts. Resolution: That the Sub Committee: 1. Receives the submission from Delaney Myers – New Zealand Transport Agency and makes the following changes to the draft Regional Public Transport Plan: Under Section 5 – “The transport disadvantaged”: Other passenger transport services available: The Hawke’s Bay District Health Board (DHB) funds a mini-bus service from Wairoa to the Regional Hospital in Hastings. Hawke’s Bay Regional Council has a Concessionary Fare Scheme Agreement in place with the Wairoa Disability Services Trust for the transport of disabled people within and around Wairoa. In conjunction with the Red Cross, the PHO and Health Hawke’s Bay also fund a transport service (volunteer drivers in private cars) from Central Hawke’s Bay to the Regional Hospital in Hastings. Several inter-region commercial services pass through the region. The area is serviced by a number of private taxi companies. Change section 5 to read: “Anyone with a significant, permanent impairment which prevents them from travelling on a bus can apply for the Total Mobility Scheme (TMS). The service is available 24 hours a day, 7 days a week. The Scheme pays 50% of the cost of a taxi fare (up to a maximum of $30).” Change section 9.2 Farebox Recovery Policy to read: “This increase is preferred to be achieved by increases …. 11. Heather Robertson – Information 4 Disability Mrs Gilbertson advised that the submitter was happy with the staff response. Resolution: That the Sub Committee: 1. Receives the submission from Heather Robertson – Information 4 Disability and makes no change to the draft Regional Public Transport Plan.
12. Moira Clunie – Royal NZ Foundation of the Blind Mrs Gilbertson advised that the submitter was happy with the staff response Resolution: That the Subcommittee: 1. Jock Mackintosh – Sports Park Hawke’s Bay The Sub Committee discussed the submitter’s request that consideration be given to provide transport services from Hastings and return to the Sports Park at peak times especially on Saturday. Sports Park Hawke’s Bay would be invited to undertake a survey of participants at the park regarding their transport requirements prior to the commencement of next sports season and following that an investigation could be carried out into the viability of a trial service. Resolution: That the Sub Committee: 1. Receives the submission from Jock Mackintosh – Sports Park Hawke’s Bay and makes no change to the draft Regional Public Transport Plan. 2. That Sports Park Hawke’s Bay be requested to undertake a user survey, in conjunction with Sport Hawke’s Bay, to demonstrate their needs particularly in peak times. Elers/Postings CARRIED 14. Colin Stone - Sports Hawke’s Bay The Sub Committee discussed the submitter’s request for bus services to link to the Sports Park and agreed that Sports Hawke’s Bay could collaborate with Sports Park Hawke’s Bay in undertaking a user survey regarding user needs to the Sports Park. Resolution: That the Sub Committee: 1. Receives the submission from Colin Stone - Sports Hawke’s Bay and makes no change to the draft Regional Public Transport Plan. 2. That Sports Park Hawke’s Bay be requested to undertake a user survey, in conjunction with Sport Hawke’s Bay, to demonstrate their needs particularly in peak times Furlong/Murray CARRIED Responding to a question from Councillor Furlong, Mrs Gilbertson advised that she was more than happy to go and talk to the TAs about Council’s public transport planning programmes. |

That the Sub Committee of the Regional Transport Committee: 3. Approves the following amendment to Appendix C – Significance Policy: of the draft Regional Public Transport Plan: “Minor changes to the description of services following a service review, e.g. Changes to the route, frequency and hours of a service that may include a reduction in service levels on a route or routes, but which result in the same, or better, overall level of service across the network.” 4. Agrees that a copy of the Regional Transport Plan for 2011-2014 be provided to all elected members in the region as well as significant regional stakeholders. Ashworth/Elers CARRIED
5. Recommends to Council that it adopts the Regional Public Transport Plan for 2011-2014 based on the decisions made following the hearing and consideration of all submissions from the general public. 6. Agrees that the approved Regional Public Transport Plan for 2011-2014 be presented to the Regional Transport Committee at its meeting on 22 September for its endorsement. Clews/Furlong CARRIED
